Job Profile

The Treasury Payments Officer is responsible for managing and executing all global banking payment operations and maintaining excellent working relationships with the Fund’s counterparty banks, in accordance with the institutional strategy and framework, to ensure efficient, timely and cost-effective payment solutions for the Fund’s operational payments activities. The Officer supports the Senior Officer and Director, Financial Controls, in delivering payment-related activities, and financial reporting and monitoring.  

Duties and Responsibilities

Banking Activities 

  • Executes the OPEC Fund’s global loan disbursement and administrative payment activities in multi currencies through the Fund’s House Bank accounts within established organizational service-level timelines 
  • Ensures the efficient and accurate implementation of payment amendments
  • Executes payment instructions resulting from Treasury operations in line with the Fund’s strategy and framework
  • Ensures compliance with external payment cut-off times and banking requirements for smooth settlement
  • Supports dealing operations in securities, derivatives, futures, foreign exchange and deposit placement within the approved rules, procedures and guidelines, and carries out corresponding settlement activities, trade confirmations and necessary accounting procedures 

Banking Relationship Management 

  • Opens new House Bank cash accounts based on OPEC Fund’s requirements
  • Maintains effective working relationships with House Banks to resolve payment rejections, settlement issues and operational inquiries
  • Assists in maintaining bank account information, payment mandates and authorized signatory records
  • Monitors House Bank service quality and escalates recurring operational issues 

Cash and Collateral Management 

  • Monitors House Bank accounts to ensure sufficient liquidity for the Fund’s operational and disbursement requirements  
  • Collaborates with Treasury on liquidity requirements for non-Treasury transactions for loan disbursement and administrative payments.
  • Execute and oversee collateral settlement processes, including collateral receipts and returns, interest payments, and associated liquidity transfers, ensuring compliance with Risk Management guidelines. 

Reporting 

  • Supports Finance reporting activities by reconciling House Bank accounts and providing daily cash and collateral position status and information on related OPEC Fund payment activities
  • Performs ongoing market research on banking products and makes recommendations where appropriate
  • Supports internal and external audit activities by providing payment documentation and responding to audit queries.

Monitoring and Coordination 

  • Monitors SWIFT activity on a daily basis and initiates required actions requested from the OPEC Fund
  • Provides support for the Relationship Management Application (RMA) arrangements with partner institutions
  • Coordinates with the Loan Management function and House Banks to resolve issues related to debit payments and repayments 

Systems and Payment Platforms 

  • Operates treasury management systems, enterprise resource planning systems and electronic banking platforms to initiate and monitor payments
  • Supports system upgrades, user acceptance testing (UAT) and implementation of new IT-related initiatives
  • Supports process improvement initiatives aimed at enhancing the efficiency, accuracy and control of payment operations, including through technology, automation and standardized procedures 

Performs any other related tasks assigned by the Director that support the effective delivery of the Unit’s, Department’s and OPEC Fund’s mandate. 

Qualifications and Experience

  • Master’s degree in Finance, Accounting and Control, Business Administration, Public Administration, or a (closely) related field , with a minimum of 5 years relevant professional experience, of which 2 years in a leading international bank, multilateral development bank or international financial institution.  
  • Or Bachelor’s degree in Finance, Accounting and Control, Business Administration, Public Administration, or a (closely) related field , with a minimum of 10 years relevant professional experience of which 2 years in a leading international bank, multilateral development bank or international financial institution, with ICMA, ACI FMA, or similar professional certifications are welcome to apply.
  • Experience with cash correspondent models and custodians, with a focus on emerging markets
  • Proficiency in SWIFT, securities transactions, cash management, collateral management, and treasury management systems. Practical experience with Calypso is considered an asset.
  • Demonstrate ability to respond effectively to clients' queries, requests, and needs 
  • Demonstrate ability to identify operational risks, issues, and recommend practical solutions.
  • Proactive approach to process improvement, efficiency enhancement, and automation opportunities
  • Fluent in English. Good working knowledge of Arabic, French or Spanish is an added advantage.
