The engagement of a consultant is required to address the significant capacity and continuity gap resulting from the loss of both the Deputy PMO resource and the PMO intern. Their departure reduces the PMO's ability to maintain portfolio coordination, project monitoring, governance support, documentation, reporting and follow-up across active initiatives. At the same time, the PMO must deliver the ServiceNow Strategic Portfolio Management (SPM) project in addition to its regular responsibilities. SPM requires dedicated coordination of process design, system implementation, data readiness, testing, stakeholder engagement, adoption and the development of portfolio workflows, dashboards, resource-management and benefits-tracking capabilities. Without additional support, the PMO faces increased risks to both SPM delivery and the effective oversight of the wider project portfolio. A consultant would provide the experienced, immediately deployable capacity needed to manage substantive workstreams, maintain essential PMO services and allow the Chief of PMO to focus on strategic direction, executive engagement and support, governance and escalation management.

Duties and Responsibilities
Within delegated authority, the Programme Management Consultant will be responsible for the following duties: Portfolio Management: • Oversee a portfolio of projects to ensure alignment with organizational goals and strategies. • Manage stakeholder communication and expectations across all projects in the portfolio. • Regularly assess project performance, identifying risks and opportunities, and taking corrective actions as needed. Project Governance: • Ensure projects follow PMO governance standards, frameworks, and best practices. • Monitor project status, quality, and performance, and provide regular updates to senior management. • Facilitate project reviews and ensure that issues and risks are escalated in a timely manner. Process and Tools Development: • Support the design, implementation, adoption and continuous improvement of the PMO Strategic Portfolio Management (SPM) platform, including portfolio structures, workflows, dashboards, reporting, governance processes and data quality. • Continuously evaluate and improve PMO tools, ensuring they are effective in tracking, reporting, and managing projects. • Collaborate with other PMO team members to ensure that new tools and processes are rolled out smoothly. Team Leadership & Collaboration: • Provide support to the fund wide critical project and work closely with the project manager to ensure maximum impact and optimum results • Mentor and guide project managers, providing advice on complex project issues. • Ensure effective collaboration across cross-functional teams, ensuring all relevant parties are involved in project planning and execution. • Foster a culture of continuous improvement in project management practices for the Project managers. Strategic Alignment: • Ensure that the portfolio of projects is aligned with the organization's strategic vision. • Work with senior leadership to assess and prioritize projects within the portfolio, ensuring that organizational objectives are met, and support demand management, resource and capacity planning, benefits tracking and portfolio prioritization. Reporting and Documentation: • Maintain and improve project and portfolio performance reports and executive dashboards for stakeholders, including portfolio health, prioritization, resource/capacity information, risks, benefits and critical milestones. • Provide regular project and portfolio status updates to senior management, including performance, risks, and critical milestones. • Maintain comprehensive project documentation and ensure consistency across projects. Collaboration with other support units: • Proactively work with the risk management unit and project managers to identify risks and develop risk mitigation strategies across the portfolio of projects. • Work with the security team and project manager to ensure any security related risks and issues are identified and addressed in a timely manner • Work with Business Transformation Unit and Communication team to ensure the Process Reengineering, change management and communication of the project effort is done efficiently. Vendor Relationship Management: • Work with the license provider and system integrator of the highly critical project to ensure good working relationship and smooth operation.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, computer science, information systems or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Demonstrated experience applying Strategic Portfolio Management (SPM) practices in a PMO or enterprise portfolio environment is required. A minimum of seven years of progressively responsible experience in project or programme management, administration, or related area is required. Experience in successfully managing and completing complex project(s) in a multicultural environment is required. A professional certification in project management, such as Project in Controlled Environment Version 2 (PRINCE2), Project Management Professional (PMP) or any other equivalent project management certification, is required. Knowledge of Strategic Portfolio Management (SPM) concepts, processes and methodologies is required. Experience working with a Strategic Portfolio Management (SPM) platform to support portfolio planning, prioritization, governance, demand/project management, resource and capacity management, benefits tracking and portfolio reporting is required. Experience with ServiceNow Strategic Portfolio Management (SPM), including implementation, configuration and/or operational use, is desirable. Working experience in the pension (or financial) ERP system is required. Experience in implementing projects and Programs end to end including process improvement, Project planning and implementation, Project tracking, documentation, reporting and dashboard is required. System design knowledge is desirable. Understanding of the UN system is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
