Duties and Responsibilities
Under the direct supervision of the Multi Country Office Security Adviser, the Local Security Assistant supports the implementation of UNSMS security policies, procedures, plans and operational arrangements within the assigned Area of Responsibility. The incumbent assists with security information management, security risk management, emergency preparedness, incident response, security assessments, training, liaison and interagency security coordination within delegated authority. During emergencies or periods of increased operational demand, the incumbent may be required to provide security support in other parts of Nepal, as directed by the MCO Security Adviser.
Key Responsibilities:
- Assists the MCO Security Adviser in collecting, verifying, updating and communicating information concerning the security situation within the assigned Area of Responsibility.
- Maintains day-to- day operational coordination with the relevant Area Security Coordinator and provides support on safety and security matters within the assigned Area of Responsibility. Serves as Secretary to the Area Security Management Team, as directed by the MCO Security Adviser.
- Maintains working level liaison, as appropriate, with relevant national, provincial and local authorities, including police, military, emergency management and other government officials, as well as relevant non-governmental organizations within the assigned Area of Responsibility.
- Monitors security incidents, developments and trends within the assigned Area of Responsibility. Collects, verifies, collates and evaluates security information and provides verified information and observations to the MCO Security Adviser for analysis and assessment.
- Communicates verified security information to heads of UN suboffices, Security Focal Points and other authorized recipients through established UNSMS communication channels, as directed or authorized by the MCO Security Adviser.
- Maintains regular contact with Security Focal Points of UNSMS Organizations, UN Humanitarian Partners, and Host Government security organization in the Region(s).
- Provides advice and technical assistance on safety and security matters at ASMT meetings on behalf of the MCO-SA.
- Assists in preparing the Regional Security Plan(s) and implementing the Security Risk Management (SRM) measures, Assists the MCO-SA in monitoring compliance of SRM measures. Also, he/she assists in complying with the SRM measures to UNSMS organizations with the AoR.
- Assists in reporting security incidents affecting UN personnel, premises, offices, and assets; and assists in the preparation of security reports, such as the SSIRS, and the general Security Assessments.
- Organizes and conducts security training directed by MCO-SA and provides security orientation briefing to newly assigned staff members within region(s).
- Maintains updated UNSMS Personnel lists in his/her Region(s)/AoR.
- Implements SMT approved Residential Security Measures (RSM) for international staff if assigned to the Region(s).
- Provides support in conducting security evaluations and provides advice on security measures for the residences (Residential Security Measures - RSM) of UN staff, as well as on latest trends and threats to staff safety and security.
- Keeps updated information related to UN Personnel, offices, premises.
- Performs any other tasks as assigned by the MCO-SA.
- Supports emergency preparedness, personnel accountability, Warden arrangements, contingency planning, emergency exercises and emergency response activities. Assists in implementing emergency arrangements during security incidents or crises.
- Assists in conducting security assessments and inspections of UN premises, residences, programme locations, routes, hotels, event venues and other operational locations. Supports follow up and monitoring of approved recommendations.
- Supports security arrangements for UN missions, field activities, official visits and significant events, including route and location checks and liaison with relevant authorities.
- Supports the maintenance and testing of the Security Communications System and emergency communication arrangements. Reports communication gaps or equipment failures and maintains relevant operational records.
- Supports premises security assessments, access control arrangements, guard force coordination and monitoring of contracted security service providers, where applicable within the assigned Area of Responsibility.
- Maintains routine and confidential security correspondence, incident records, security assessments, contact databases, meeting records and other operational documentation.
- Supports security arrangements that take account of the different needs and vulnerabilities of UN personnel and contribute to the inclusion of gender, diversity and accessibility considerations in security preparedness and response activities.
- Promote a respectful, inclusive, and safe workplace culture through daily interactions, team collaboration, and adherence to organizational policies.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The incumbent reports directly to the UNDSS Multi Country Office Security Adviser and maintains day-to-day operational coordination with the relevant Area Security Coordinator. The position requires frequent travel within the assigned Area of Responsibility and deployment elsewhere in Nepal at short notice when operationally required.

Required Skills and Experience
Minimum Education requirements
- High School degree is required. Or
- A first-level university degree (bachelor’s degree) in management, public administration, political/social science, psychology, criminal justice, law, international relations, security management or related field will be given due consideration, but it is not a requirement.
Minimum years of relevant work experience
- A minimum of 5 years (with high school diploma) or 2 years (with bachelor’s degree) of experience is required on safety and security issues focusing on field coordination.
Required skills
- Proficiency in MS Office applications (Word, Excel, PowerPoint, Outlook).

- Prior working experience with UNSMS organization security system is desirable.
- Experience in driving 4X4 Field Vehicles and possession of a valid driver’s license.
- At least 3 years of relevant experience in safety and security, particularly with a focus on field coordination
- Experience in diplomatic security, protection and intelligence.
- Prior knowledge and experience of SAT phones, BGAN, and VHF radio operations.
- Knowledge of gender equality, social inclusion, and safeguarding principles, with ability to apply them in project operations.
- Experience of networking and working in the field of communication
- Ability to move and travel 24/7 if needed, particularly during difficult situation
Required Language(s)
Fluency in written and oral English and Nepali language is required.
Knowledge of any other national language will be an asset.
