Job Purpose
The local Admin and Finance Officer is a key member of the Geneva Centres in Amman with joint reporting lines to Regional Managers of both GICHD and DCAF. The Admin and Finance Officer will be responsible for the efficient and effective management of financial and administrative operations of the Geneva Centres in Amman, Jordan. This role requires a qualified accountant with proven experience in both financial management and administrative support, ensuring compliance with GICHD and DCAF policies, donor requirements, and local regulations. The officer will play a crucial role in supporting the regional offices’ operations and contributing to the successful implementation of GICHD's and DCAF’s strategic engagement in the MENA region.
Key Responsibilities
Administrative Management
- Organize regional events, workshops, and meetings as required:
- Manage travel arrangements, visa support, flight bookings, and local transport.
- Coordinate for staff travel, meetings, workshops, and events.
- Maintain accurate administrative records, including contracts, agreements, and personnel files, as needed and as per the needs of each of the 2 centers.
- Support human resources functions, such as onboarding new staff, and assisting with recruitment processes. Provide administrative support to onboarding of new staff, recruitment logistics organization, and similar ad hoc requests.
- Act as liaison with Governmental departments in Jordan, as required.
- Ensure compliance with local administrative and legal requirements.
- Management of lease contracts for the office and relations with landloards and local/municipal authorities as required.
Financial Management
- Manage all financial transactions, including accounts payable, accounts receivable, payroll, and general ledger entries.
- Prepare and maintain accurate financial records, ensuring all documentation is audit-ready.
- Assist in the preparation of budgets, financial forecasts, and cash flow projections for the regional offices.
- Monitor expenditures against budgets, identify variances, and provide regular financial reports to the Regional Office Managers and GICHD/DCAF Headquarters.
- Ensure compliance with GICHD/DCAF financial policies and local financial laws.
- Facilitate internal and external audits, providing necessary documentation and explanations.
- Manage bank accounts as necessary and requested by the Heads of the Regional Office, conduct reconciliations, and oversee petty cash management.
- Responsible for payroll accounting and management and ensuring full compliance with the Jordan Income and Sales Tax Department (ISTD) and Social Security Corporation (SSC) regulations.
- Responsible for liaising with the relevant national authorities in relation to the implementation of the exemptions, privileges, and licences provided for under the Host Country Agreements.
- Tax Submission: Manage the monthly and annual submission of withheld income tax to the ISTD, ensuring all filings are accurate and submitted within the legal deadlines.
- Payroll Record Keeping: Maintain confidential and organized payroll files, including pay slips, tax certificates, and historical salary data for audit and reporting purposes.
- Reporting: Prepare monthly payroll reports and reconciliation statements
Qualifications and professional experience
- Bachelor’s degree in Accounting, Finance, or Business Administration.
- Professional accounting qualification (e.g., CPA, ACCA, CIMA) is highly desirable.
- Minimum 5-7 years of progressive experience in finance and administration
- Proven experience as an accountant with strong knowledge of audit processes.
- Experience with administrative HR processes.
- Excellent command of English and Arabic (written and spoken).

Contract details
This is a fix term contract from of 12 months. Please note that the position is open only to candidates already based locally (Amman, Jordan); relocation support is not available.
