Position Title: Field Officer
Location: based on project needs and subject to Project Team discussions and decisions, the Field Officer will be spending approximately 40% of the time at the Head Office in Amman, 40% in Jerash, and 20% between As-Salt and other project locations.

Context Presentation: Un Ponte Per ETS (UPP) is an international humanitarian organization, with Headquarters in Italy. Originally named Un Ponte Per Baghdad (A Bridge to Baghdad), the association became Un Ponte Per after the extension of its work to other Mediterranean countries. UPP ETS is currently active in Iraq, Syria, Jordan, Lebanon, Palestine, Serbia, Kosovo, Tunisia, and Ukraine alongside civil society organizations, with a strong localization approach. UPP strongly rejects war as a solution to international and national conflicts. It exerts relentless efforts with the ultimate objective of preventing armed conflicts and developing more equal and peaceful coexistence. The NGO acts through awareness campaigns, cultural exchanges, humanitarian and development projects, peacebuilding programs, and the creation of social justice networks. In Italy and in Europe, UPP works to promote peace and disarmament, human rights, refugees and migrants’ inclusion, and ecological transition. In Jordan, it has been active since 2005 with a strong focus on the protection of women and girls including Gender Based Violence (GBV), Child Protection (CP), and Psycho-social support (PSS) targeting the most vulnerable refugees, host community members and persons with disabilities. Project brief: The project Reviving Culture, Building Futures: Sustainable Tourism and Heritage Preservation in Jerash and Balqa, funded by the European Union, supports local communities and institutions through a combination of capacity building, cultural heritage activities, livelihoods support, tourism development and community-based initiatives. Based on project needs, the Field Officer will be based between Amman and Jerash, with frequent field visits to other project sites (i.e. As-Salt) and will play a central role in ensuring that project activities are effectively implemented on the ground. The position requires regular interaction with local authorities, project partners, consultants, trainers, beneficiaries and local businesses.
Key duties: The Field Officer is responsible for supporting and, where appropriate, directly coordinating and implementing project activities in the field.
The position combines:

field-level coordination with project partners and local stakeholders;
-
follow-up and supervision of activities and work plans;
-
organisation and implementation of training and workshops;
-
coordination with beneficiaries and local businesses;
-
support to the selection of trainees and grant beneficiaries;
-
technical follow-up and monitoring of supported businesses;
-
coordination of tourism-related activities and events;
-
collection and organisation of information required for project monitoring and reporting.
A. Coordination with local institutions and project partners
The Field Officer will:
-
Maintain regular working-level coordination with relevant local authorities and institutions, including RCCR, the Department of Antiquities, and the Ministry of Tourism and Antiquities.

Support the Project Manager in managing relationships with local institutions, particularly where coordination is complex or sensitive.
-
Maintain regular communication with project partners and consultants and follow up on their activities in the field.
-
Monitor the implementation of partners' work plans and identify delays, problems or issues requiring management attention.
-
Ensure that partners receive the necessary information and support to implement activities effectively.
-
Act as a link between project management and partners, consultants, beneficiaries and local stakeholders.
B. Training activities
The Field Officer will support and, depending on the activity, coordinate the organisation and implementation of training activities.
Specific responsibilities include:

Supporting the identification and selection of training participants.
-
Coordinating with partners responsible for delivering training activities.
-
Supporting the preparation of training schedules and following up their implementation in the field.
-
Organising the practical arrangements required for training activities in coordination with the Logistics Officer.
-
Ensuring that attendance lists, pre- and post-training assessments and other monitoring documentation are properly completed and collected.
-
Following up with trainers and partners to ensure that agreed training activities and deliverables are completed.

Supporting the management of trainee and trainer payments in coordination with the Administration/Finance function.
-
Organising and coordinating training activities where the project has direct responsibility for their implementation.
C. Archeology, heritage and architecture-related activities
For activities involving architects, heritage specialists and other technical consultants, the Field Officer will:

Maintain regular communication with the team of architects and other technical experts working in the field.
-
Ensure the coordination with the technical teams and consultants from Italy, and support them during the implementation of activities (restaurations, trainings, etc.)

Follow up on the planning and implementation of activities.
-
Monitor progress against agreed work plans and timelines.
-
Facilitate communication between consultants, project management and local stakeholders.
-
Support the practical organisation of training and field activities, including coordination of allowances and other arrangements with the relevant administrative staff.
D. MSME assessment, selection and business grants
The Field Officer will play a central role in the implementation of activities targeting micro, small and medium-sized businesses, from the initial assessment and selection through the provision and monitoring of business grants and livelihoods support.
Responsibilities include:

Planning and supporting the implementation of MSME assessments together with relevant Local Partners.

Supporting the development and application of assessment, selection and eligibility criteria and tools.
-
Organising and implementing the selection process for potential beneficiaries and businesses receiving grants.
-
Coordinating with local stakeholders, Local Partners and potential beneficiaries throughout the assessment and selection processes.
-
Reviewing business plans in coordination with Local Partners.
-
Coordinating the process for signing grant agreements with selected businesses, in cooperation with the Project Manager and Administration.
-
Acting as the main field-level focal point for supported businesses throughout the grant process.
-
Coordinating with the Logistics Officer regarding the procurement and delivery of in-kind grants.
-
Following up with supported businesses during the provision of grants and identifying any implementation issues or challenges.
-
Conducting technical monitoring of supported businesses and documenting their progress.
-
Maintaining regular communication with Local Partners regarding additional tutoring and support provided to beneficiaries.
E. Tourism development and promotion
The Field Officer will support the implementation of tourism-related activities, including:

Coordinating with the tourism expert on the improvement of visitor trails.
-
Supporting coordination with the Salt Development Corporation regarding the improvement of the existing tourism application.
-
Working with relevant partners, at a national and international level, on the development of new tourism itineraries.
-
Supporting the organisation of familiarisation trips, promotional events and other tourism activities.
-
Coordinating the organisation of local workshops and meetings.
Requirements:
ESSENTIAL
-
A university degree relevant to development, social sciences, economics, business, project management, tourism, heritage or another related field. A degree in economics/business administration or in cultural heritage related fiels is a plus;

Previous professional experience of at least 2 years in field-based project implementation with international NGOs.

Experience working with local communities, NGOs, public institutions, businesses or development partners.

Demonstrated ability to coordinate several stakeholders and follow up activities on the ground.

Experience organising meetings, workshops or training activities.
-
Good organisational and problem-solving skills.
-
Ability to work independently in the field while maintaining regular communication with the project management team.

Good reporting and documentation skills.
-
Excellent knowledge of Arabic and good knowledge of English language both oral and written.

Good computer skills, including Microsoft Office.
DESIRABLE
-
Experience in livelihoods, MSME support, business development, tourism, cultural heritage or community development will be considered an asset.
UPP requires criminal background check certificate (released max 3 months before the date of job offer) and a health clearance certificate to confirm a job offer. We are aware that in some countries the release of criminal background certificate by the competent authorities might require several weeks. However, UPP runs selections to deploy staff in
emergency programs and time-lapse between job offer and field deployment is often very short. Thus, we kindly ask all candidates to get prepared on time and be able to submit their certificate promptly in case of success in the selection.
