Role summary
As an Antimicrobial Resistance (AMR) Officer, you will be involved in the European Surveillance of Veterinary Antimicrobial Consumption (ESUAvet) activity, one of EMA's high-profile outputs supporting the fight against AMR. You will coordinate Member States’ data reporting, contribute to data quality assurance and analysis, help develop and continuously improve the digital tools and processes that support antimicrobial sales and use surveillance in animals.
You will work closely with a wide range of stakeholders, including Member States, the European Commission and the Committee for Veterinary Medicinal Products (CVMP). This role offers excellent opportunities to build professional networks and contribute to high-profile scientific and regulatory outputs that have uptake and impact across Europe (and internationally).
You will be part of a close-knit team of five colleagues, working collaboratively to deliver high-quality surveillance activities and scientific support. Success in this role requires strong communication and networking skills, confidence when presenting to different audiences, and the ability to adapt your communication style to a range of technical and non-technical stakeholders.
In this role you will:
- Lead the maintenance, development, and continuous enhancement of the Antimicrobial Sale and Use (ASU) Platform and its associated digital tools and processes — including the development and maintenance of visualisation tools and Power BI dashboards supporting surveillance outputs — covering the full lifecycle of business requirement management, IT releases, user support, testing, and the implementation of improvements that strengthen efficiency and dataquality management.
- Coordinate Member State reporting activities on antimicrobial sales, use and animal population data under Article 57 of Regulation (EU) 2019/6, including:
- support to Member States during annual reporting cycles,
- data quality assurance and validation activities,
- analysis of submitted data, and
- provision of analytical contributions to surveillance outputs and products, including ESUAvet reports and dashboards.
- Maintain and develop effective working relationships with internal and external stakeholders to support continuous improvement and the delivery of ESUAvet surveillance outputs.
- Provide scientific and administrative support to meetings, workshops and activities related to antimicrobial sales and use surveillance in animals, including preparation of documentation, chairing or guiding discussions as appropriate, and coordinating assigned follow-up actions.
- Provide scientific and technical support to the EMA’s other activities related to antimicrobial use and antimicrobial resistance and implementation of relevant legislative requirements, including contributions to scientific opinions and advice of the Committee for Veterinary Medicinal Products (CVMP), and cross-agency projects such as the joint inter-agency antimicrobial consumption and resistance analysis (JIACRA) reports.
- Undertake additional assignments at the discretion of either the Service Head, Head of Department or Head of Division to support the efficient business management of the Department.

Specific Conditions:
1. Possess a university degree of a minimum of three years in veterinary medicine, pharmaceutical sciences, epidemiology, biological sciences, statistics, data science or another relevant scientific discipline, that must have been obtained by the closing date of this vacancy notice.

Experience
- At least two years of full-time professional relevant experience, to have been gained:
- in the fields of research, development, manufacture, regulation or authorisation of medicines, preferably veterinary medicines and/or;
- in data collection, management and analysis, including the use of data analysis tools.

- Experience in project, process or procedure management, including the application of Agile methodologies (e.g. SAFe Agile).

Selection process

Shortlisting
In order to allow the selection committee to carry out an objective assessment of all candidates in a structured way, as part of their application, all candidates must answer the pre-defined set of questions based on Need to have criteria, sub-family and role competences.

Only the candidates with the highest total marks at the shortlisting stage will progress to the next stage. Assessments
Next steps of selection may include a preliminary assessment. Most assessments will be conducted remotely (i.e. Webex/Teams, remote test, etc.). All assessments are based on the assessment criteria listed in this vacancy notice.
Shortlisted candidates will participate in personality assessments (e.g. SHL occupational personality questionnaire OPQ32) to assess their Core Competencies (pass score is 26 out of 100 points and above). In addition, selected Core Competencies may be assessed throughout the process.
Additional assessments, such as cognitive (e.g. deductive reasoning) assessments might also be foreseen as part of the selection process. Furthermore, motivation and overall fit for the job and knowledge of EU relevant to role may be assessed.
