- Deliverable 1: Assessment Findings and Gap Analysis: Prepare a concise assessment based on the desk review and in-depth interviews, including the current institutional and operational arrangements, mapping of key actors and processes, findings from consultations, key gaps, existing strengths and opportunities, and proposed entry points for piloting the marker through the SMART Project. - Deliverable 2: Simple SMART Gender–Climate Marker Pilot Plan: Prepare a concise and practical pilot plan identifying the SMART areas, activities or processes in which the marker will initially be tested; proposed application points within the project cycle; roles and responsibilities; quality-assurance arrangements; guidance and capacity needs; immediate actions; a mechanism for documenting lessons learned; and recommendations on how the SMART pilot could inform future UNRWA work on the corporate Gender Equality Marker.

Work Location

- The assignment will follow hybrid modality. The desk review, preparation and in-depth interviews will be conducted remotely, while the workshops will be conducted in person at dates and locations agreed with UNRWA.

Expected duration

- The consultancy will require approximately 12 working days and will be undertaken from 15 November 2026 to 30 January 2027, subject to the final agreed workplan and availability of relevant stakeholders.

Duties and Responsibilities

Scope of work: o Review and understand the relevant institutional, programme, financial and information-system processes that would affect the application of a gender–climate marker. o Assess the current roles and processes of Finance, Planning, SAP/ERP, the SMART project and the Gender Section in relation to project planning, budgeting, expenditure tracking, monitoring and reporting. o Identify institutional and operational gaps, constraints and opportunities for introducing and applying a gender–climate marker. o Facilitate discussion among relevant staff on the findings and identify a feasible pathway for piloting the marker through SMART. o Develop a simple and practical pilot plan identifying where and how the marker could be embedded within selected SMART project processes and activities. Methods: The assignment will use a combination of desk review, structured interviews and participatory workshops. Desk Review and Preparation The consultant will review relevant documentation provided by UNRWA, including SMART project documentation, results framework, budget and reporting arrangements; available gender analysis or assessments undertaken under SMART; relevant planning and project-management procedures; financial and SAP/ERP processes relevant to project coding, expenditure tracking and reporting; existing gender equality policies, tools and guidance; and relevant climate, environmental and gender indicators used or reported by the SMART project. In-depth Interviews The consultant will conduct a minimum of 10 structured in-depth interviews with relevant functions, including representatives from Finance, Planning, SAP/ERP and relevant information-system functions, the SMART project and the Gender Section. Additional relevant staff may be consulted where necessary. The interviews will examine both institutional and operational dimensions and help clarify available information and data, roles and responsibilities, possible application points for the marker, quality-assurance arrangements, guidance and capacity needs, and any potential implications for SAP/ERP or related processes. One-Day Technical Workshop Following the interviews and preliminary analysis, the consultant will facilitate a one-day technical workshop with selected UNRWA staff, including relevant SMART project colleagues and representatives of key functions. The workshop will validate the main findings, discuss institutional and operational gaps, review possible entry points for the gender–climate marker within SMART, clarify proposed roles and responsibilities, and agree on the main elements of the proposed SMART pilot. One-Day Consultation with the Gender Section and Relevant Staff The consultant will subsequently facilitate a one-day consultation/workshop with the Gender Section and other relevant staff, including Gender Focal Points as appropriate. The session will present the emerging findings and proposed pilot approach, obtain feedback from a wider gender-mainstreaming perspective, discuss potential roles, capacity and guidance needs, and lessons relevant to possible application beyond the SMART project.

Qualifications/special skills

- Advanced university degree from a recognized academic institution in development studies, economics, public policy, environmental or climate studies, social sciences, gender studies, or another related field. - At least 07 years of professional experience in gender equality, gender mainstreaming, gender-responsive programming, gender-responsive budgeting, resource tracking, or related areas. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. - Demonstrated experience with gender markers, gender-responsive budgeting, resource tracking or comparable financial-tracking mechanisms. - Experience analysing institutional systems, project cycles, operational processes and organizational arrangements. - Strong analytical, facilitation and drafting skills. - Good understanding of the intersection between gender equality and climate change/environmental programming.

- Excellent command of spoken and written English

Additional Information

- The total consultancy fee is USD5,026.38, covering approximately 12 working days, completion of all agreed activities and deliverables. The consultant will receive one payment upon satisfactory completion of the full assignment and all agreed deliverables, expected by 30 January 2027. - The consultant will report to the Gender Section and will work in close coordination with the Gender Section and SMART Project Team, with the active engagement of Finance, Planning, SAP/ERP team and other relevant functions. - Remuneration for this consultancy is P4 level.
