JOB TITLE: Senior Logistics Associate – Interagency and Partnership

BACKGROUND AND PURPOSE OF THE APPOINTMENT:
Assisting over 100 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization delivering food assistance in emergencies and working with local communities to improve nutrition and build resilience. To be effective in this mandate, WFP must ensure that it reaches the right people and that it manages its relationship with those individuals and their communities in a responsible, accountable and effective manner.
In 2012, WFP launched its largest humanitarian response operation to address the food needs of Syrian refugees in Jordan. Within the framework of its Country Strategic Plan 2023–2027, WFP continues to assist the most vulnerable refugees and supports the National School Feeding Programme. WFP also works with Government of Jordan counterparts to strengthen national supply chain capacities.
Jordan further plays a critical role as a corridor country for regional humanitarian operations, supporting the delivery of WFP and inter-agency cargo to Lebanon under the Logistics Cluster mechanism, as well as the Gaza response.
The incumbent will provide operational coordination and oversight for the end-to-end movement of humanitarian cargo from Jordan to Lebanon, acting as the primary focal point for the Lebanon corridor and for On-Demand Service Provision. The incumbent will also enable WFP Jordan's Supply Chain capacity strengthening work with government counterparts, alongside the capacity strengthening team, by facilitating institutional access, relationships, communication and administrative processes.
ACCOUNTABILITIES/RESPONSIBILITIES:
Lebanon Corridor Operations and On-Demand Services
- Lead end-to-end planning and follow-up of humanitarian cargo movements from Jordan to Lebanon, from partner request to closure; maintain a validated inter-agency pipeline and convoy/movement tracker.
- Act as liaison focal point with the WFP Lebanon Country Office to plan and coordinate convoys under the inter-agency Logistics Cluster mechanism, aligning dispatch schedules, priorities and documentation with reception arrangements in Lebanon.
- Engage humanitarian partners on requirements, priorities and issues, and provide timely updates on their cargo and convoys.
- Coordinate clearances, movement instructions, loading schedules and documentation with Supply Chain units, Government of Jordan authorities, warehouse service providers and transporters; be present at loading points as required.
- Serve as RITA focal point for corridor movements, ensuring data accuracy and audit trail.
- Coordinate with concerned supply chain team on readiness and release of WFP food commodities; oversee corridor stock visibility, inventory accuracy and follow-up on losses and discrepancies.
- Monitor service-provider performance, follow up on invoices, track corridor commitments and expenditures, and prepare a weekly funds reservation report.
- Provide operational updates and exception reports to partners and management, and contribute to contingency planning, SOPs and process improvements.
- Coordinate the delivery of on-demand logistics and supply chain services to humanitarian partners, ensuring timely processing of service requests and compliance with established procedures and service agreements.
- Review and assess service requests, supporting documentation, and operational data, while preparing utilization analyses and performance reports to monitor service delivery, identify bottlenecks, ensure compliance with operational guidelines, and recommend improvements to service efficiency.
Supply Chain Stakeholder Engagement and Visibility
- Act as coordination focal point for humanitarian organizations using or seeking WFP-supported logistics services for Lebanon.
- Provide Supply Chain operational inputs to the Partnerships Unit for donor, diplomatic and inter-agency engagement on Lebanon and Gaza operations.
- Coordinate the operational aspects of high-level and donor visits to Supply Chain sites, in liaison with the Partnerships Unit.
- Prepare Supply Chain presentations, briefs, dashboards and visibility materials on Logistics Cluster activities, food operations, Country Office Supply Chain initiatives and On-Demand Service Provision; represent Supply Chain in coordination meetings when delegated.
Government Engagement, Capacity Strengthening Support, and Donor Engagement
- Build and maintain relationships with focal points across relevant ministries and government and donor institutions, ensuring continuity of engagement.
- Advise the capacity strengthening team on government structures, procedures and protocol; navigate official processes (correspondence, approvals, nominations, authorizations) and anticipate bottlenecks.
- Lead Arabic-language communication with counterparts, including drafting, reviewing and translating official letters, invitations and summaries.
- Facilitate meetings, workshops and consultations with government counterparts, covering scheduling, invitations and nominations, protocol, logistics and interpretation.
- Support communication and outreach with government partners, ensuring messaging is contextually and culturally appropriate.
- Follow up on agreed actions and workshop outcomes, keep the team informed of institutional developments and sensitivities, and track related commitments and expenditures.
- Coordinate high-level stakeholders and donor visits to warehouses and operational sites; clarify objectives and information requirements, develop visit programmes and operational briefs, coordinate site readiness and access requirements, and ensure management and relevant technical teams are fully briefed in advance.
- Prepare and coordinate donor-facing briefing packages, concept notes, presentations, talking points, operational updates, dashboards, success stories, and visibility materials to support resource mobilization, stakeholder engagement, and advocacy efforts.
- Understand stakeholder and donor reporting requirements and coordinate with relevant teams to provide accurate, consistent, and timely operational information while respecting WFP information-management and confidentiality requirements.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
- Completion of secondary school education is required.
- A post-secondary certificate or university degree in Supply Chain Management, Logistics, Business Administration, International Relations, Development Studies, Economics, Engineering or a related field is desirable.
Experience:
- At least seven (7) years of progressively responsible experience in humanitarian supply chain, donor engagement and partnership, government-coordination, inter-agency operations is required.
- Demonstrated experience in partnerships and stakeholder engagement, including direct engagement with Government of Jordan institutions, is required.
Knowledge & Skills:
- Experience coordinating complex humanitarian supply chain or corridor operations with multiple stakeholders, within WFP, the UN, NGOs or government.
- Pipeline management, warehouse operations, cargo dispatch and operational reporting.
- Hands-on experience with RITA, SMP and WFP corporate or ERP systems.
- Sound knowledge of Government of Jordan institutional structures, administrative procedures and official protocol; an established network within relevant ministries is an added advantage.
- Communication and outreach experience, including drafting and translating official Arabic–English correspondence.
- Service-provider management and invoice verification; knowledge of food safety and quality requirements is an added advantage.
- Strong analytical, communication, negotiation and relationship-management skills, with sound judgement, discretion and the ability to manage competing priorities in a fast-changing environment.
