Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In the fifth year of the full-scale war caused by the Russian Federation's invasion, Ukraine faces severe challenges to its security, energy infrastructure, economic recovery, and to start the process of building peace. The needs of women and girls continue to grow, as funding for women’s rights and women’s led organizations continues to decrease. The number of women casualties in the first six months of 2026 is estimated to have increased some 30% since the same period in 2025. Yet women across all parts of the country, and especially in front line communities, are leading the humanitarian and recovery response, taking on ever growing burdens and responsibilities, Despite Russia’s full-scale invasion, Ukraine also continues to fulfil its international commitments on gender equality including to integrate the EU gender equality acquis as part of its EU accession efforts.

Ukraine UN Women Country Office began its operations in 2015. The main office is based in Kyiv, with the sub-office in Dnipro. The UN Women program is focusing on supporting national, regional, and local partners, including government counterparts and women’s civil society organizations in advancing gender equality. UN Women has been producing evidence and gender analysis, and technical support to mainstream gender in the national and regional strategies, policies, programs, plans and budgets, supporting institutional capacities for gender equality, supporting women’s CSOs capacity development and targeted activities, etc.

Since 2025, Ukraine CO has been implementing its Strategic Note 2025-2029 which contributes to the achievement of two UNDSDCF 2025-2029 priorities related to peace, justice and strong institutions (CF Outcome 4) and inclusive economic recovery (CF Outcome 2) and is aligned with UN Women’s Strategic Plan 2025-2029. A needs-based and adaptive programming approach will be applied across the humanitarian–development–peace (HDP) nexus in response to evolving context, in response to evolving context, rapidly changing needs at the ground, pollical and humanitarian scenarios. The CO implements its programming under three SN Outcomes: 1) Leadership, governance and WPS; 2) Women’s Economic Empowerment; 3) Humanitarian response and coordination.

The Governance and Leadership Unit leads UN Women Ukraine’s efforts to advance women’s participation, representation and leadership in decision-making processes at national, regional and local levels, while strengthening gender-responsive governance systems and institutions. Through normative, coordination and operational support, the Unit works with government institutions, parliamentarians, local self-government authorities, civil society organizations, women’s rights organizations and development partners to promote gender-responsive policies, legislation, public administration reform and recovery planning. Particular emphasis is placed on supporting Ukraine’s European Union accession process through the integration of gender equality commitments and standards into national reforms and sectoral policies.

UN Women Ukraine Country Office engages in coordination, normative and operational functions. UN Women Ukraine leverage its normative support to the Government of Ukraine through the Governance and Leadership Unit at all levels (national, regional and local) to advance new normative frameworks and GEWE opportunities. Specifically, support is provided for the governmental institutions and the civil society to proceed with the gender-responsive EU accession and recovery processes, women’s leadership and political representation, gender-responsive governance. Through its operational mandate, UN Women supports through the Governance and Leadership Unit  the Government of Ukraine, National Women’s Machinery (NWM), line ministries, women’s civil society organizations to enhance inclusive and participatory coordination, development, planning, budgeting and implementation of gender-responsive assistance and recovery.

When different parts of the multilateral system act together, they can deliver greater results—and maximize the use of scarce resources. UN Women supports through the Governance and Leadership Unit to lead, promote and coordinate efforts to advance the full realization of women’s rights and opportunities (including via existing coordination mechanisms like working groups, commissions, alliances etc.). Assistance is provided to bolster capacities to coordinate different stakeholders, make achieving gender equality central to programs and policy, advocate for greater resources, and guide and implement joint development programmes.

The Unit contributes to achieving transformative results under UN Women Ukraine’s Strategic Note 2025–2029 by strengthening institutional capacities to mainstream gender across governance and recovery processes; increasing women’s leadership, participation and influence in political and public life; and advancing inclusive, accountable and gender-responsive decision-making. Through evidence generation, policy advocacy, capacity development, partnerships and support to women’s civil society organizations, the Unit aims to ensure that women and girls, including those affected by displacement, conflict and recovery challenges, can meaningfully participate in shaping Ukraine’s recovery,  and European integration agenda, while benefiting equitably from its outcomes.
