➡️ Duration: 12 months (renewable)
🇺🇦 The position is only open to Ukrainian nationals or residents of Ukraine, with a legal work permit.
What will you do in this position?
You will manage the billing/invoice operations of the Supply Chain Unit, ensuring that the entire billing process, from invoice generation to payment collection, is conducted efficiently and accurately while maintaining compliance with Funds Management policies and relevant regulations.
This role involves supervising and training the current Invoice team, resolving client billing issues promptly to maintain strong customer relationships, analyzing invoice data to identify trends and discrepancies, collaborating with the finance team for revenue forecasting and accounts reconciliation, implementing invoice processing solutions to enhance workflow efficiency, and generating comprehensive invoice reports to support informed decision-making and optimize Supply Chain financial performance.

The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world who depend on its food supplies. The war has caused immense suffering for civilians, displaced families, and disrupted supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 3.3 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south of Ukraine do not have reliable access to nutritious food.
WFP uses a combination of food and cash assistance to support communities affected by the war. This includes working with local partners to distribute food boxes in areas near the frontline and providing cash transfers in locations where people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 3.01 billion meals to people displaced and affected by the war.

How can you make a difference?
In this position, you will have to:
1. Participate in the development and implementation of procedures for logistics funds management ensuring that objectives are achieved in compliance with regional and functional strategies, policies and plans.
2. Plan and lead on implementation of innovative Funds Management, initiatives and programs to ensure timely, efficient and cost-effective supply of direct or indirect food assistance and
3. Collect and analyze relevant technical data from diverse sources to forecast operational needs under various scenarios and make evidence-based proposals.
4. Create project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimize resources.
5. Monitor and provide advice on actions related to project closure and resource transfer.
6. Monitor and provide advice on fund utilization and alert spending units of potential resource shortfalls/surpluses and propose appropriate solutions.
7. Managerial & Support
- Support the funds' management Unit and ensure compliance with Policies, Procedures, Guidelines & Processes to meet unit work plans deliverables & outputs.
- Coordinate and supervise the Invoice processing staff providing technical advice, coaching, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities.
- Liaise with CO Heads of Field Offices to achieve the Supply Chain Deliverables.
8. Budgeting, Analysis & Reporting
- Assist with any queries as raised by HQ, B&P and or Programme with respect to Supply Chain Funds Management.
- Liaise with Regional Bureau & B&P where the mitigation actions that impact grants.
- Run, monitor and analyze reports on long outstanding POs/commitments items.
- Assist and review the cost drivers that have significantly contributed to rate changes.
- Ensure IPSAS Compliance with respect to Month End Invoice Processing.
Invoice Processing
- Manage the processing of Logistics Invoices, address escalated issues and improve processes where required.
- Manage and monitor the timeous processing of invoices to ensure within credit terms & unit delivery dates. Clear Invoice status report for distribution.
To join us in saving lives, changing lives, you will have:
Education: Advanced University degree in Business Administration, Finance, Economics or Accounting and other relevant field, or First University degree with additional years of related work experiences and/or training/courses.
Experience: At least one (1) year of postgraduate professional experience in Finance or Accounting including the following:
Experience in overseeing and managing invoices billing operations.
Experience financial analysis and generating comprehensive invoice reports to support informed decision-making and optimize Supply Chain financial performance reporting.
Experience in strong customer relationships.
Experience in analyzing invoice data to identify trends and discrepancies and collaboration with the finance team for revenue forecasting.
Experience in accounts reconciliation, implementing invoice processing solutions to enhance workflow efficiency.
Experience in data accuracy while maintaining compliance with Funds Management policies and relevant regulations.
Experience working with corporate systems (databases, software).
Knowledge & Skills:
Funds & Budget Management: Expertise in budget allocation, forecasting, and cost optimization.
Financial Analysis & Reporting: Skilled in data interpretation, variance analysis, and IPSAS-compliant reporting.
Data Analysis & Forecasting: Proficient in scenario planning and forecasting operational needs.
Supply Chain & Logistics Knowledge: A strong understanding of logistics funds management aligned with organizational strategies is desirable.
Project Management: Experienced in budget planning, performance monitoring, and project closures.
Leadership & Team Development: Ability to coach, guide, and foster team productivity and growth.
Problem Solving & Process Improvement: Skilled in identifying inefficiencies and implementing streamlined processes.
Communication & Collaboration: Clear communication and collaboration with stakeholders and cross-functional teams.
Technical Proficiency: Advanced in financial software, SPSS, and Microsoft Office Suite.
Attention to Detail: Strong focus on accuracy and compliance in financial data and reporting.
Language: Fluency (level C) in both in English and Ukrainian languages.
