JOB TITLE:      PROCUREMENT OFFICER, (FOOD) CST

TYPE OF CONTRACT:  CONSULTANCY

DUTY STATION (CITY, COUNTRY):  JUBA, SOUTH SUDAN

CONTRACT DURATION:                     11 MONTHS

Background:

This position is found in WFP South Sudan Country Office and will be based in Juba with regular in-country field trips to locations for food procurement (e.g Renk, Yambio, and Magwi). The position holder will directly report to the Head Procurement Unit and will be responsible for local food procurement in a complex country context which requires strong markets intelligence, planning, and coordination capabilities.

Purpose:

To provide efficient and effective food and non-food procurement services (planning, vendor management, purchasing, analysis, reporting, risk management, capacity building) to WFP South Sudan.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Plan the efficient and effective procurement of food and non-food, and ensure compliance with WFP procurement policies, procedures, principles, and standards.
  • Manage procurement operational activities including the procurement relating to food, and cash-based transfers (e.g. issue tenders, evaluate offers and negotiate/award contracts), following standard processes to contributing to successful procurement of food and non-food commodities or services.
  • Track and analyze data to provide recommendations for procurement process improvement.
  • Collect data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFP South Sudan wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
  • Collect, collate, and report records relating to ethics and compliance to assist in the analysis of audit findings and draft appropriate responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules.
  • Collaborate with internal counterparts and external partners including suppliers, food safety and quality inspection companies, farmers’ cooperatives, etc. to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
  • Train WFP staff to take a strategic and proactive approach to the procurement of food and non-food commodities and services, for example designing and reviewing training materials.
  • Guide and supervise junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
  • Follow standard emergency preparedness practices for WFP procurement and ensure quick response to programme needs for food and non-food in time of crisis.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
  • Others as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Minimum of 3 years’ experience in large scale and complex procurement management (food procurement/contracting, food safety & quality management, supplier management, etc.).
  • Experience assessing and interpreting local food  markets/value chains.  
  • Strong communication, coordination and problem-solving capabilities.
  • Experience in pro-smallholder farmers food procurement and food markets interventions.
  • Experience in managing collaborative procurement and engaging diverse stakeholders including the United Nations Procurement Working Group, and vendors.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Advanced University degree in Procurement, Food Science & Technology, Logistics, Supply Chain, Economics, Commerce, Business Administration, Agriculture, or other relevant field, or First University degree with an additional relevant Procurement Certification training and work experience.

Language:

Fluency (level C) in English language.
