CONTEXT

The World Food Programme (WFP) is the world's largest humanitarian agency, working towards achieving a world with zero hunger. Since the beginning of the Ukraine refugee crisis in February 2022, WFP set up operations in the Republic of Moldova to assist in the refugee response. To respond to the deepening vulnerabilities of the crisis-affected populations and to strengthen the government shock-responsive capacity, WFP has drafted an Interim Country Strategic Plan (ICSP), which outlines the activities in the country for March 2024-February 2026. To support the implementation of the ICSP and nourish WFP’s mandate in the Republic of Moldova, WFP Moldova is now seeking to fill the position of Emergency Preparedness and Response (EPR) Officer.

PURPOSE OF THE ASSIGNMENT
The EPR Officer will support the WFP’s efforts: 1) towards a responsible exit around emergency preparedness in close collaboration with relevant authorities (such as, but not limited to, Ministry of Interior). 2) Simultaneously, the EPR Officer will ensure WFP’s corporate emergency and preparedness standards are fully in place and can be actioned as/if needed. 3) This also includes collaboration with the wider UN-system and 4) following up on corporate security-related reporting. 5) Finally, the EPR officer will contribute to knowledge management of the office.

MAIN ACCOUNTABILITIES/RESPONSIBILITIES
Under the general guidance by the Representative and Country Director, the EPR Officer will be under the direct supervision of the international consultant for Emergency Preparedness and Response (Head of EPR Unit). S/he will be responsible for the following duties specifically formulated for this role:


1. Provide technical support and capacity building to concerned Ministries to prepare WFP’s responsible exit from Moldova:


- Liaise with the Ministry of Interior and other Ministries to build their capacity through the provision of technical support on emergency preparedness and response matters.
- Establish and maintain networks with Ministries, provide support to enhance Ministries’ capacity in identifying recommendations and implementing them in adherence to relevant standards.
- Develop WFP’s collaboration and partnership with relevant Ministries to ensure a responsible phase out of WFP’s activities in Moldova.

2. Align the CO’s preparedness to emergencies with corporate standards:
- Support the design of preparedness plans in the event of the activation of an emergency response in Moldova to meet the increasing needs of vulnerable population groups.
- Support the implementation of WFP activities as directed by technical leads in the event of scale-up.
- Develop internal policy frameworks and operational guidance to support programmatic operations in the field, ensure compliance with quality assurance and risk management frameworks.
- Back-up of the Head of EPR Unit as needed.
- Support the preparation of presentations and/or briefings to WFP Management and/or other WFP Moldova staff as required.


3. Support WFP’s role in interagency coordination in line with international and corporate standards:
- Under guidance from the Head of EPR Unit, support WFP’s role and contributions in interagency technical discussions on wider UN-system emergency preparedness and response plans.
- Manage external engagement with humanitarian stakeholders as required.
- Back-up of Head of EPR Unit as needed in interagency EPR discussions.


4. Support corporate security management:
- Support Head of EPR in day-to-day management of security-related tasks and activities, such as: collect and manage security-related data, establish working relationships with UNDSS, prepare bi-weekly security reports to the Regional Bureau, ensure WFP’s operations are compliant with UN Security Management System (UNSMS), support implementation of new measures, provide guidance to newly recruited staff, document changes in the security environment and notify staff accordingly, provide analytical recommendations to WFP.
- Represent WFP in interagency security-related fora as appropriate.
- Act as Country Security Focal Point (CSFP) Officer In Charge (OIC) when needed.


5. Contribute to the office knowledge management:
- Support WFP in adapting its structure and activities during responsible exit, contribute to creating repositories and handovers to maintain sustainable levels of institutional memory and to contribute to office knowledge management.
- Provide internal support to WFP Management Services Unit as required by the Country Director upon scale-down of staffing or other changes in WFP’s situation in Moldova.


6. Any other duty related to this area of competence as required.

Education: A University Degree (Master’s or Bachelor’s) is required for this position.


Experience: At least three years of postgraduate professional relevant experience (with a master’s degree) or five years (with a bachelor’s degree). Relevant experience is described as experience in one or many of the following fields: designing preparedness and contingency plans, implementing emergency operations, providing security analysis, preparing humanitarian and/or development policy and advocacy, supporting government engagement, or any related field.

Required skills:


•Strong analytical, writing skills, and communication skills.
•Team spirit and excellent interpersonal relations.

Language: Fluency in Romanian, Russian and English (read, write and speak) is required for this role.
