Under Resolution 2677 (2023), the Security Council determined that the situation in South Sudan continues to constitute a threat to international peace and security in the region.

The Council extended the UNMISS mandate until 15 March 2024. It also emphasized that the Mission should continue advancing its three-year strategic vision defined in resolution 2567 (2021) to prevent a return to civil war, build durable peace and support inclusive, accountable governance as well as free, fair and peaceful elections in accordance with the Revitalized Peace Agreement.

Under Chapter VII of the Charter of the United Nations, UNMISS is therefore authorized to use all necessary means to implement its mandate which includes:

(a) Protection of civilians
(b) Creating conditions conducive to the delivery of humanitarian assistance
(c) Supporting the Implementation of the Revitalised Agreement and the Peace Process
(d) Monitoring, investigating, and reporting on violations of humanitarian and human rights law

The overall ceiling for uniformed personnel is maintained at 17,000 troops and 2,101 police, including 88 corrections officers.

To promote and maintain the physical, mental, and emotional well-being of staff members through the provision of integrated quality healthcare services to the personnel of United Nations Mission in South Sudan and UN Agencies, Funds and Programmes.

Under the direct supervision of Chief, Infectious Diseases and Public Health Unit (IDPHU) and Policy Advisor, the UN Volunteer will undertake the following tasks:

• Planning and organizing activities related to health promotion, disease prevention and control including HIV&AIDS program in his/her area of responsibility (AOR) which is Western Equatoria State (WES) and based in Yambio.
• Awareness raising: conduct inductions for newly recruited/deployed mission personnel (civilians and uniformed members) and mass sensitization on prevalent Communicable and Non-Communicable Diseases.
• Facilitating Trainings: organize HIV&AIDS Peer Education and Health Promotion Training (H-PEHPT), Change Agents Training (CAT) in HIV&AIDS Peer Leadership, Counsellors Training including development and reproduction of course training packages.
• Health Campaigns: to promote lifestyle modification, prevent control Infectious Diseases including HIV&AIDS and Sexual Transmitted Diseases (STIs) and encourage early detection of chronic diseases through regular medical check-up.
• Radio Miraya Live straight talk: participate in implementation of a weekly health education program to increase awareness amongst UNMISS personnel.
• Offering Voluntary Confidential Counselling and Testing (VCCT) services for HIV, HBV, HCV and Syphilis and safer sex advocacy including condom programming (supply, dispensing) for UNMISS personnel.
• Providing HIV Post Exposure Prophylaxis (PEP) to all eligible clients according to UN protocol and train PEP custodians.
• Enhancing partnership: work collaboratively with State Authorities of Health (MoH, South Sudanese AIDS Commission (SAC) including other UNAFP (WHO, UNICEF, UNHCR, etc.
• Promoting sustained positive behaviour change in HIV prevention strategies and assisting in mainstreaming health education in other Section Mandates like Gender, UNPOL, Human Rights (HR), Conduct and Discipline (CDT), Integrated Mission Training Center (IMTC), Counselling unit, Child Protection, etc.
• Performing related ad hoc duties as may be tasked/assigned by the Chief IDPH Unit Policy Advisor or his/her designate.
