Mission and objectives
The United Nations Resident Coordination Office(UN RCO) coordinates the UN country Team Action in DRC.
Context
The position is located in the United Nations Resident Coordination Office (RCO) and typically reports to the Development Coordination Officer through the National Information Officer. The position also maintains a close working relationship with the UNCT Communication Group, Disability Inclusion Committee (to be established), and other relevant Development Coordination Office (DCO) officers. The UNCT has communication and disability inclusion action plans (to be elaborated) that will be the references of the position holder
Task description
Under the overall supervision of the Development Coordination Officer and the direct supervision of the National Information Officer, the UN Volunteer will undertake the following tasks:
1. Contributes to strategic advocacy on disability inclusion and programme communications in support of the UNSDCF
· Provides substantive support to the Resident Coordinator (RC) and UN Country Team (UNCT) in designing, implementing and monitoring the UN joint advocacy on disability in-clusion and communication strategy, aligned to the UN Global Communications Strategy and based on the UN Sustainable Development Cooperation Framework (UNSDCF);
· In line with the Global Communications Strategy and Disability Inclusion Strategy of the United Nations, supports the development and implementation of country-wide strategic communications campaigns and activities targeted to local audiences (including people living with disability entities, adapting, and localizing global communications and advocacy priorities promoting the work of the United Nations
· Assists in the preparation of inputs for the RC and UNCT on strategic advocacy on disability inclusion and programme communications for the 2030 Agenda and to boost impact of programmatic objectives under the UNSDCF.
· Monitors and analyses the media in the areas related to the UN’s mandates and pro-grammes in the country, as well as other issues relevant to the UN brand, positioning and disability inclusion.
· Prepares inputs for the RC and UNCT on public messaging and media outreach and as-sists in managing reputational risks or crises around sensitive issues related to “leave none behind “principle.
· Provides substantive support to the RC and UNCT, Programme Management Team (or equivalent) and Results Groups on potential issues, concerns and risks related to commu-nications and advocacy on disability inclusion and suggests corrective actions.
· Provides substantive support to the work of the UN Communications Group throughout the stages of the UNSDCF cycle, especially through mainstreaming disability inclusion.
· In collaboration with the UNCT Communications Group and the Programme Management Team, and in coordination with the RCO colleagues responsible for data management and
results reporting, contributes to the annual communication plan to publicize and communi-cate results with a focus on the UN’s development impact.
2. Assists in partnership building and media relations
· Provides substantive support to the RC and UNCT in significantly expanding public out-reach on the 2030 Agenda and the UN’s role and impact in country.
· Supports public engagement on the UN’s role and work in country, including through facil-itating programme visits showcasing the UN’s development impact.
· Contributes to regular liaison with other partners for content development, information ex-change, collaborative communication efforts, and innovative communication and advocacy tools, as assigned.
· Assists in maintaining close working relationships with the media, including editors and journalists in key national and international news outlets; develops, maintains and up-dates media relations contact list/database.
· Assists in the preparation of official briefing materials, talking points, speeches, statements, op-eds and presentations as necessary.
· Provides crisis communications support when needed.
3. Provides substantive support for digital communications
· Supports the development of multimedia communications products as well as digital and social media products and activities in multiple languages, including local languages.
· Contributes to the maintenance of the integrated UNCT website and official social media accounts in the language or languages of the country of responsibility, in line with UN Sec-retariat governance mechanisms, including those related to information security and using up-to-date social media platforms and web practices.
· Assists in the development and implementation of a digital content strategy and contributes to the development of key communications and advocacy products (e.g. human-interest stories, multilingual and multimedia content, etc.).
· Provides support to exercises exploring the applicability of new and emerging tools and techniques to digital communications and advocacy activities to reach a wider, younger audience.
4. Supports publications and branding management
· Contributes to providing substantive support to the RC and UNCT on joint UN publications, maintaining high quality standards and the correct application of the UN branding guide-lines and the UN publishing standards.
· Drafts inputs for the RC and UNCT on the use of the UN joint brand at country level across UN content and products, both offline and online.
· Provides support to launch events for joint UN publications, coordinating with author enti-ties in the UN country team and relevant local partners, including host country authorities, media representatives, members of academia, etc. to ensure high visibility and impact
