BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Analysis, Planning, and Performance (APP) Division is instrumental in advancing WFP’s Zero Hunger mandate by placing high-quality evidence at the core of strategic and operational decision-making, resource mobilization and accountability. This approach ensures that operations are not only efficient and cost-effective but also transparent and responsive to the needs of beneficiaries. APP works to ensure that decision-making within WFP is grounded in credible, relevant, and timely data. This is achieved through a structured approach that spans the full programme lifecycle, from conducting initial assessments that inform programme design to monitoring outcomes for ongoing projects.
The consolidation of four core services within APP—food security analysis, research, programme monitoring, and budget management—enhances collaboration and strengthens connections across areas, deepening the evidence generated. APP uses evidence-based insights to demonstrate the impact of WFP's programmes to donors and stakeholders, aligning with organizational priorities to help WFP achieve Zero Hunger effectively and efficiently. By consistently applying data-driven approaches, APP ensures strategic decisions are well-informed and timely, allowing WFP to adapt to challenges and opportunities swiftly. This supports WFP's mission to achieve Zero Hunger in the most accountable and effective way.
WFP APP-MF is seeking a Monitoring officer with technical capacities and responsibilities within the remote programme monitoring project, a key deliverable of WFP’s Global Assurance Project (GAP). She/he will contribute to ensuring the implementation of the corporate remote programme monitoring approach in line with monitoring business requirements and developing analytical products for performance measurement and management. The monitoring officer should have advanced technical expertise in remote monitoring systems within humanitarian settings and prior experience in high-risk country contexts.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the APP MF Data Systems and Analysis lead, the Monitoring Officer contributes to building quality monitoring evidence on remote programme monitoring findings through the strengthening of data analysis, pipeline and visualization systems, and analytical monitoring products of such evidence for internal and external stakeholders. The Monitoring Officer will have the following responsibilities in the following four sub-work areas:
Field Support & Implementation
Support Country Offices (COs) and Regional Bureaux (RBsx) in adapting new measurements and implementing remote monitoring tools and systems in line with the minimum monitoring requirements (MMR).
This includes:
•Manage the roll-out of “Remote process and outcome monitoring” under the critical corporate initiatives (CCI), including leading on the methodology development and field implementation for high-risk contexts.
•Develop and ensure use of operational guidance and tools, standard operational procedures for remote monitoring; and
•Implement minimum monitoring and measurement requirements with particular focus on the multilayered monitoring approach.
Systems & Analysis
Support the efforts to standardize and maintain CO-level monitoring systems and tools for data capturing, processing and analysis in line with WFP’s Minimum Monitoring Requirement.
•Undertake relevant analysis of remote outcome and process monitoring data contributing to define technical requirements for the development of global monitoring data visualization templates and tools ;
•Roll out and promote adoption of APP tools aiming to improve remote data collection, management, analysis and visualization; and
•Develop and maintain monitoring knowledge management products and ensure sharing within relevant networks and stakeholders.
Methodologies & Framework
Support the update of the measurement framework and methods with regards to remote monitoring content including:
•Revise field & corporate WFP monitoring guidelines and training materials in humanitarian settings and develop frameworks tested across diverse cultural context.
Capacity Building & Collaboration
•Train and support field staff and partners on system functionalities, and in analysis and reporting best practices delivering both remote and in-person training to multi-level, cross-functional teams in complex humanitarian contexts.
•Collaborate with cross-functional teams, including programme managers, analysts, and IT staff, to align data efforts with programme objectives.
•Guide and supervise more junior staff.
•Manage relationships with external vendors such as call centers.
DELIVERABLES AT THE END OF THE ASSIGNMENT:
•Standardized remote process and outcome monitoring rolled out in 15 high-risk countries by end of 2025.
•Standard operational procedures developed for the collection of remote process and outcome monitoring data by WFP COs.
•Selected standardized activity implementation surveys adapted to be collected remotely.
•MMR Guidelines and material adequately cover remote programme monitoring and support to RB/COs provided.
•APP-MF tools are adopted, and RB/COs are capacitated.
•Reports and presentations analyzing key finding from the remote programme monitoring project are finalized and shared.
•Remote data visualization templates and tools are developed and disseminated.
•Repository of all relevant APP-MF remote programme monitoring products supported.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields
Minimum of 5 years of relevant professional work experience, including in assessment/monitoring and guidance/policy development;
Proven knowledge, abilities, and skills in the areas of assessment, monitoring and Evaluation, including experience in RBM principles and practices as well as preparing logframes and defining indicators;
Practical knowledge on how monitoring data, and in particular output data, is collected, compiled, analysed, and presented for management decisions, programme adjustment and donor reporting;
Experience using a variety of quantitative and qualitative analytical tools and methods;
Experience using data analysis and visualisation tools (e.g., STATA, SPSS, and/or R; Tableau). Behavioural competencies: leads by example with integrity, drives results and delivers on commitments, fosters inclusive and collaborative teamwork, applies strategic thinking, builds, and maintains sustainable partnerships.
Knowledge & Skills:
Previous experience in humanitarian or development context and capacity to work both independently and as part of a team.
Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
