1. Monitoring and Evaluation

  • Ensure that the Community Driven Development Fund (CDDF) M&E plan is rolled out in close consultation with the project implementation unit;
  • Develop a CDDF M&E workplan for the assigned province;
  • Collaborate with Fundo Nacional de Desenvolvimento Sustantavel (FNDS) M&E focal point for Nampula;
  • Review and revise (if needed) operational results framework (ORF) in consultation with the relevant stakeholder;
  • Ensure that the project stakeholders are consulted and referred to as part of project monitoring and evaluation, as applicable;
  • Support the M&E Senior manager to contribute to the quarterly assurance process;
  • Ensure the implementation of monitoring protocols by the Implementation Partners (IPs);
  • Ensure the timely and correct submission of indicator tracking tools (ITTs);
  • Track project indicator’s progress and report in the appropriate tools;
  • Conduct quality assurance to project activities, including monitoring visits and data quality assessments;
  • Provide timely feedback to IPs on the findings from the aforementioned and share the learnings;
  • Ensure that lessons learned are fed back into project implementation;
  • Co-develop data collection tools and closely coordinate with the IPs to implement those in the project activities;
  • Coordinate pilot of data collection tools and provide feedback;
  • Coordinate data collection for baseline, midline and endline surveys in the assigned districts, ensuring its accuracy;
  • Co-develop Terms of Reference (TORs) for hiring/procuring the consultants to undergo data collection on behalf of UNOPS.

2. Reporting

  • Prepare regular progress reports on activities undertaken, results achieved against targets and plan for follow up actions;
  • Coordinate with the project teams for timely inputs needed for UNOPS and/or donor required reports;
  • Co-develop reports required by UNOPS and/or donor;
  • Conduct data analysis;
  • Develop project’s baseline, midline and endline reports
  • Develop appropriate reporting formats to meet all reporting requirements of the project
  • Establish a reporting schedule and ensure the timely submission of reports as identified;
  • Provide quality assurance, including data verification, on all reports and information products produced by the project by editing and consolidating all reports prepared by the project;
  • Act as a focal point/central instrument for the collection, analysis and dissemination of information relevant to verification, monitoring and project activities;
  • Perform other related duties as required.

3. Capacity Development

  • Develop and implement capacity building plan for IPs;
  • Serve as a resource on participatory approaches to reporting, monitoring and evaluation for UNOPS and  partners for improved accountability for results;
  • Develop and implement training modules on participatory approaches to M&E for UNOPS and partners.

Education/Experience/Language requirements

Education

  • A first-level university degree (Bachelor), preferably in Social Sciences, Statistics or other relevant discipline, is required
  • Master’s degree in Social Sciences, statistics or related fields would be an advantage.

Experience

  • Minimum 2 years of experience in M&E working in an international or public organizations at the national and/or international level is required;
  • Minimum 2 years of experience in designing tools (e.g. Logframes, survey questionnaires) and strategies for data collection, analysis and production of reports is required;
  • Minimum 1 year experience with data quality assessments and oversight is required;
  • Experience /knowledge of web-based applications and Google Suite products, especially google forms, sheets, docs and slides is an asset.
  • Minimum 1 year of experience using digital data collection tools is required;
  • Experience with a UN agency is preferred;
  • Experience in planning and managing surveys is preferred;
  • Experience with statistical analysis software (e.g. SPSS) is preferred;
  • Experience in managing and providing capacity building in M&E is an asset;
  • Experience in designing and managing monitoring systems for programmes and projects is an asset;
  • Good contextual knowledge of local issues, community priorities, social and cultural constraints and realities will be an added advantage.

Languages
  • Proficiency in Portuguese and English is required

  • Knowledge of other local languages is an asset
