Job Purpose:

To lead in the provision of advanced level technical and professional advice & support to the Director for the effective management and delivery of the Department wide activities. This would include coordination across the Department, IsDB and external stakeholders in the strategic and technical advice as well as analytics needed in effectively delivering the corporate strategy implementation, Integrated Work Program (IWP) and Budget, monitoring the implementation of work programs and results-based management framework, strategic initiatives and change management programs. To lead and coordinate with the IsDB business units and the Group entities in the provision of the design and improvement of the IsDB Group Synergy Enhancement Agenda (GSEA). Participate in setting Department wide KPIs, monitoring performance against the KPIs and periodic reporting to the Director. Managing external relations and communication with other business units across IsDB and the Group and representing the Director in meetings with them. To provide final review of the key documents produced by the Department going to the Bank Management, President, and Board of Executive Directors (BED), to ensure that they are submitted with highest standards.

Key Accountabilities:

Strategic & Operational Responsibilities:

  • Coordinate plans and strategies of all Divisions within the Department ensuring that they are mutually supportive and in line with IsDB plans and strategies.

  • Advise the Director and propose new initiatives with comprehensive implementation plans to enhance the effectiveness of the Department in close coordination with the Strategy Division.

  • Advise the Director and participate in the preparation and consolidation of Integrated Work Program (IWP) and Budget for the Department in close coordination with the Budget Division.

  • Advise and assist the Director in developing, monitoring, and reviewing performance of the Department against the agreed KPIs in close coordination with the Corporate Performance and Results Division.

  • Coordinate across Department for actions and inputs requiring active participation of the IsDB’s corporate processes and initiatives.

  • Monitor alignment and implementation by the divisions of the strategies, priorities, plans, resource allocations, programs, budgets, and KPIs.

  • Manage and follow up on implementation of the executive communications and directives of the Director and report on their progress.

  • Ensure the Annual Performance Plans of all the Managers and staff directly reporting to the Director are prepared, agreed and performance monitored.

  • Advise and assist the Director in developing and improving the design and implementation mechanism of the GSEA, taking into consideration the observations and directives of BED, and recommendations of the Group Executive Coordination Management Committee (GECM).

  • Lead in the provision of advanced level professional and technical advice in matters related to the Group Synergy Enhancement and act as the knowledge and resource expert on issues related to the GSEA.

  • Liaise with the Group Members’ focal points as well as all stakeholders of the GSEA to plan/resolve/contribute to issues related to its implementation

  • Provide technical executive briefings and advice to the Director on policy and strategy papers, reports, and proposals to aid in decision making.

  • • Actively obtain and analyse inputs and feedback of the Department staff on various matters.

  • Provide advisory support to the Director in establishing and maintaining relationships and communications with the Bank management, complexes, and entities as well as external institutions and promote linkages in the relevant areas.

  • Undertake and/or contribute to preparation of supporting technical documents for the Director’s participation in key events.

  • Promote two-way feedback mechanism between the Director and business units and to clarify issues, identify concerns and to develop understanding and harmony of their respective perspectives.

  • Ensure that all documents from the Director going to the President and Board of Executive Directors (BED) are of high quality and submitted on time.

  • Coordinate and follow up on the implementation of President’s instructions and BED decisions and provide regular progress report to the Director.

  • Provide strategic and technical advice to the Director on Bank and Group wide matters where the Director is part of the relevant High-Level Committees.

  • Carry out any assignments given to him/her by the Director.

Reporting & Information Management:

  • Prepare special reports and speeches, as requested by the Director.

  • Design and oversee the design and implementation of an efficient Document and Information Management System in the Department for the Director to help monitor and take informed decisions.

  • Review all the key outgoing documents to ensure their quality, compliance with procedures, completeness and incorporation of the comments raised in high level meetings before sign-off by the Director.

  • Leading for Department wide communication efforts on staff engagement activities, initiatives, and accomplishments, and conducting staff surveys to gauge service level of the Department.

Knowledge Sharing & Development:

  • Keep abreast with the new trends and developments in the field of the Bank and share new concepts with the Director and others within the Department, and if required within the Bank.

  • Produce and submit to the Director executive information briefs on emerging international development issues/news related to Director’s mandate.

  • Undertake research and represent the Department at appropriate professional and public forums and promote Department activities and programs internally and externally, as and when required by the Director.

  • Within delegated authority, provide overall coordination of staff and operational management of the Director office.

Academic and professional qualifications:

  • Master’s degree in business administration / economics / finance/ engineering / international Relations / or any relevant discipline.

  • Minimum 8 years of relevant experience, of which 3 years in managerial/supervisory roles.

  • Experience of working with policymakers, national & international agencies, and/or consultants, and experience and exposure to working with major development agencies is preferred.

  • Experience and exposure of working with senior level Executives is preferred.
