Functional Responsibilities

The incumbent shall be responsible for ensuring optimized designs of Electricalsystems and supervision (on both Contractors and the Suppliers of Electro-Mechanical equipment) and related documentation of project that are to be carried out on time as per the agreed tasks. The Incumbent will report directly to the Project Manager.

The Incumbent will manage and coordinate any support to the designs assigned, supervision, commissioning and related documentation works. He/she is responsible for assisting in reviewing the design documentation  and ensuring that site works are carried out on time and on or under budget.  


The tasks would involve the following but not limited to:

  • Review and preparation of designs for all the electrical  systems in the project, and, solar and renewable systems’ including all types of Photovoltaics;

  • Inspection of the electrical works and systems that are implemented by the contractor and electro-mechanical equipment Suppliers and assists in resolving electrical site problems and needs, as necessary in coordination with other disciplines and the designer, according to the needs and requirements on site the designated Project Manager.

  • Assist the project team and logistics division in procurement,  receipt and inspection of systems equipment, instruments and tools (Provided by Contractor and Equipment Suppliers).

  • Assist in preparing of tender documents (Technical specification, Scope of work, drawings, BOQ, etc..) 

  • Assist in evaluation of proposals related to electrical systems.

  • Assist in Project Closing Reports and Learnings.



Specifically, the Incumbent will be responsible for the following substantive tasks:


Technical tasks:

  • Review electrical systems designs for the  electro-mechanical equipment in terms of accuracy, suitability to overall design requirements, including identifying improvements in the designs and to participate in proposing  practical solutions.

  • Review, verify and respond to Electrical  shop drawings, As-built, coordination drawings, RFI’s, and related supervision documents   submitted prepared by the Contractor/ suppliers of electro-mechanical equipment  in order to ensure compliance with project engineering drawings, electro-mechanical equipment, specifications and BoQ.

  • Review electrical systems bill of quantities and assist in cost estimations.

  • Participate in site meetings as required and Highlight any Health & safety related matter on site including related to the electrical works for suitable action. 

  • .

  • Review, verify technical  and material  submittals, samples, laboratory reports,  and datasheets  submittals and advice on suitable alterations.

  • Reviewing and certifying the submitted payment certificates and variation orders submitted by the Contractor/Suppliers..

  • Keep files for all site memos and instructions, measured quantities of work and material on site.

  • Provide the Project Manager and Project team with all information to execute the project in a timely manner and within the budget allocated.

  • Prepare periodic  reports as per UNOPS Standards.

  • Follow contractors’ obligations of the contractors on site including inspections, testing, shop drawings review, quantity surveying.

  • Assist in coordinating testing, commissioning, , and preparation of the electrical Operation and Maintenance Manual to ensure that the components of the plant are complete, operational and meet the requirements and handover of systems deliverables to clients.

  • Preparation of cost to completion and estimates for the Project

  • Performing any other tasks relevant to the Project as required by the Project Manager



Administrative tasks:


  • Coordinate electrical systems’ engineering related material archiving.

  • Assist in Performing scheduling requested tasks related to the projects.


Final Product


Deliver delegated tasks by the Project Manager on time and as per the required cost and quality parameters. Ensure project design and construction quality is high observing local and UN standards applicable and relevant Operational Health and Safety (OH&S) procedures are adhered to.


Payment:

Payment will be based upon actual work and deliverables and after approval by UNOPS. Deliverables shall cover office/home work and site supervision according to the ToR. The retainer shall prepare monthly time sheets indicating the number of working hours reporting to site or from office/home. Number of working hours will be checked and approved by UNOPS based on deliverables.

Education/Experience/Language requirements

Education

  • High School diploma or Secondary school is required.

  • Bachelor Degree in Electrical Engineering will be accepted and may reduce some of the required years of experience


Experience

  • Minimum 6 years (or less depending on academic credentials) of work experience in similar construction projects and related electrical systems and equipment, photovoltaics, testing and commission of systems

  • Experience in computer design software, particularly “AutoCAD”is required.

  • Experience in computer scheduling software, particularly Primavera and/or MS Projects is required.

  • Work Experience with an international Organization and/or UN Agencies is an asset.

  • Possesses computer skills in using MS Office Suite (Excel, Word, Power Point, etc.) is an asset

  • Experience in Solar PV Software (PV-GIS / PVsys) is an asset

  • Residency in South West Bank  / Hebron area is an asset

  • Valid Driving license is an advantage.


Language Requirements

  • Full proficiency in Arabic is required, Intermediate english is also required.
