Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Protection Team Leader ( Legal Aid ), who under the guidance if the Area Progamme Manager, will provide supervision, guidance and technical expertise to members of the the legal aid team in leading the delivery of DRC legal activities including legal awareness sessions and information dissemination, legal counselling, and other related tasks for Libyan and non-Libyan populations in need of humanitarian assistance. The position coordinates with other team leaders and the PIM officer on the implementation of activities, and reporting, external representation and human resources, so as to ensure quality and efficiency of the overall protection program.

About the job

Your main duties and responsibilities will be:

Programming & Operations

  • Under guidance and supervision of the Area Progamme Manager, plan, supervise and manage the day-to-day use of legal aid forms, tools and procedures for effective case coordination. Ensure compliance with DRC specific tools, processes and SOPs dedicated to legal aid and referrals in terms of informed consent and confidentiality, timeframe for the provision of services, case review meetings, follow-ups and feedback.
  • Supervise the Protection officer and Protection assistants in all stages of legal aid for particularly vulnerable IDPs, migrants or refugees and conduct for that purpose regular supervision meetings.
  • Provide skill-based supervision to members of the legal aid team in managing complex protection cases.
  • Provide mentorship, coaching, capacity building and training for members of legal aid team.
  • Contribute to the coordination of ongoing service mapping exercises and community analyses.
  • Act as focal point for the reception and emission of service referrals from/to partner agencies and service providers.
  • Ensure accurate record keeping of the legal aid data base in collaboration with the PIM Officer.

Team Management

  • Lead and manage the legal aid team- including planning and performance management with a focus on well-being and development. To this end, provide technical support, supervision, and guidance – and in close communication with the Protection Manager tailor capacity building and training plans.
  • Ensure that all team members fulfil their role as per their job description, in line with DRC Code of Conduct, providing timely and constructive feedback as required.
  • Coordinate with the Protection Manager in recruitment processes for CM and Monitoring team members, as relevant and ensure compliance with DRC On- and off boarding SOPs.
  • Encourage a positive, inclusive and mutually supportive team spirit among the team under his/her supervision and with other protection and sectors teams.
  • Coordinate leave plans and schedules to ensure effective and efficient implementation of program activities.

Logistics/Finance

  • Actively plan and coordinate logistics and movements from and to different operational areas, including in coordination with other protection teams to ensure resource efficiency.
  • Take the lead in supporting the coordination of program activities as they relate to logistics, administration, finances, or security, in coordination with the relevant departments.
  • Understand and comply of staff with the relevant internal policies and directives.

As well as any other duties as may be assigned by the Area Progamme Manager, relevant to the achievement of Protection objectives.

About you

To be successful in this role we expect you to have the following:

Required

  • University Degree in Law.
  • 3+ years of professional experience in the field of humanitarian interventions, preferably for an INGO in the protection sector, with a focus on legal aid/ access to justice programming.
  • Significant technical experience in Legal Aid Programming (including in the provision of legal representation, legal counseling, and legal awareness raising).
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Excellent analytical and report writing skills.
  • Good understanding of humanitarian and do no harm principles.
  • Solid knowledge of the migration context in Libya and of protection risks faced by conflict-affected populations, including migrants and refugees.
  • Excellent skills in verbal and written communication, with proven capacity to document and share information in a clear and systematic manner.
  • Experience in identifying and responding to needs of particularly vulnerable individuals and groups based on field work, protection, age, gender, and diversity analysis and other criteria.
  • Demonstrated capacity to effectively represent a humanitarian organization with communities and stakeholders.
  • Understanding and experience working with other protection components.
  • Fluency in written and spoken Arabic.
  • Excellent knowledge of written and spoken English.

Desirable

  • Knowledge of French and other languages are considered as asset.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff.
