Job Description

  • Collaborate closely with the DD-SAL and other team members to establish a structured coordination mechanism within the Safety, Security, Access, and Liaison (SSAL) department and across the IRC.
  • Support the DD-SAL in developing a constructive reporting mechanism for SSAL staff, considering the sensitivities of occurrences.
  • Assist in identifying areas for capacity development of staff in Kabul and field locations, providing reports and working closely with the DD-SAL for effective capacity-building planning, in consultation with regional and global Safety, Security, and Humanitarian Access teams as needed.
  • Act as the primary focal person for providing reports on behalf of the SSAL department to other IRC departments, respecting departmental and organizational hierarchies.
  • Track trainings and other capacity development sessions to efficiently meet departmental objectives.
  • Conduct training sessions and seminars for safety and security staff in Kabul and other provinces, aligned with departmental capacity development goals.
  • Regularly update and compile safety and security materials for training purposes.
  • Assist the DD-SAL in contextualizing safety and security strategy and relevant documents.
  • Aid in the development of policies, procedures, and guidelines for the department.
  • Manage the strengthening and streamlining of the IRCAFG – SSAL system, structuring the flow and ensuring smooth operation.
  • Assist the DD-SAL in evaluating, reviewing, and updating Security Management Plans on a regular and ad-hoc basis.
  • Support the development, consolidation, and implementation of Operating Procedures and Contingency Plans.
  • Assist in conducting security risk assessments of IRC operational provinces.
  • Support managers/teams in collecting and disseminating relevant security information.
  • Ensure staff adherence to agreed security procedures, communicating any changes in security phases or procedures to all staff.
  • Translate and interpret SOPs, CPs, and other SSAL department documents as needed.
  • Assist in completing the risk register and other concept/proposal-related tasks.
  • Responsible for collecting information about specific incidents and conducting required follow-up actions.
  • Develop daily incident reports for Kabul staff, following confirmation from the DD-SAL.
  • Perform any other tasks assigned by the DD-SAL.

      Humanitarian Access and Government Liaison Area:

  • Establish and maintain formal and informal relations/contact networks in all IRC intervention areas to facilitate access to hard-to-reach areas requiring humanitarian support.
  • Assist the DD-SAL in developing training materials for access focal points in Kabul and other field offices.
  • Conduct regular and ad-hoc trainings for access focal points from main and field offices.
  • Develop and update lists of contacts (formal/informal) and create stakeholder maps per province/district.
  • Collect information on humanitarian access and report regularly to internal stakeholders.
  • Translate humanitarian access documents into national languages and vice versa.
  • Collect and consolidate humanitarian access reports from field access focal points.
  • Gather information related to access negotiations with de facto governments and other stakeholders to facilitate IRC response team access to hard-to-reach areas.
  • Prepare and share weekly media reports from Afghanistan.
  • Compile all access reports and send them to the DD-SAL.
  • Provide safety and security briefings to staff as needed.
  • Coordinate responses to emergencies.

       Maintain close contact with field offices to report access constraints to the DD-SAL.


Qualifications

  • Bachelor's degree in law, business administration, social work, or other social sciences.
  • 4 to 5 years of relevant experience in safety and security, humanitarian access, communications, coordination, or reporting areas with at least 1-year practical experience in similar field as manager level is required.
  • Strong interpersonal, oral, and written communication skills in English and National Languages.
  •  Proficient in communication, coordination and reporting.
  •  Fluency in Pashto, Dari, and English.
  •  Computer skills, including MS Word, Excel, Access, and internet usage, are advantageous.
