Humanitarian contexts are a high-risk environment for sexual exploitation and abuse. During crises, local populations become more dependent on humanitarian assistance and others for their survival and thus become more vulnerable to sexual exploitation and abuse. In response to the humanitarian emergency needs in Mozambique, the Humanitarian country team (HCT), endorsed the formation of a PSEA Network in April 2019 under the auspices of the HCT and the Humanitarian Coordinator (HC). 

The PSEA network is Co-chaired by two entities and led by UNICEF and Oxfam/COSACA. Members are drawn from a network of Protection from Sexual Abuse and Exploitation Focal Points from each associated agency and organization. The PSEA Network has put in place a National PSEA Framework for Mozambique comprising of i) Country-Level Framework; ii) Standard Operating Procedures (SOPs) for Recording and Processing Complaints; iii) referral pathway; and iv) Terms of Reference for Mozambique Network on Protection from Sexual Exploitation and Abuse by UN/NGO Personnel.
 

Position Purpose

Under the direct supervision of the Humanitarian Coordinator and in close collaboration with the PSEA Network chairs, with overall accountability to the Humanitarian Country Team (HCT), the successful candidate will lead the inter-agency PSEA efforts, coordination of the PSEA Network, support to the subnational networks and the implementation of the HCT-approved Mozambique PSEA framework (National PSEA Action Plan). This will include day-to-day technical support and expertise for the inter-agency PSEA Network in Maputo and technical advice and supervision/support to Province Networks composing both UN and non-governmental organization (NGO) staff who will work together to share good practices and harmonize procedures and refine capacity-building materials. The coordinator provides day-to-day technical support and expertise to the inter-agency PSEA Networks and acts as focal point for survivors’ rights and assistance. The coordinator will have a holistic view of PSEA issues in Mozambique, liaise between agencies, the Network and with the Government. 

The coordinator must be a sufficiently senior staff member who is well-trained in PSEA, data protection, victim assistance, and confidentiality measures. The coordinator is neutral and acts on behalf of the PSEA Network. S/he will support the implementation of the PSEA National Action Plan and the Standard Operating Procedures (SOPs) for Recording and Processing Complaints on PSEA developed by the PSEA Task network and endorsed by the HCT in Mozambique which are based on the Global Standard Operating Procedures on inter-agency coordination and Complaints and Feedback Mechanisms (CFM). The PSEA Coordinator shall actively promote protection from sexual exploitation and abuse (PSEA) and in collaboration with the sub-national Networks, will keep track of and oversee the monitoring and reviewing of PSEA complaints mechanisms on an ongoing basis including following the appropriate policies and procedures to determine the outcome of a report of SEA.

 
Duties and Responsibilities

Key Duties and Accountabilities:

Effective Implementation and oversee the PSEA in-country programme:
  • Advise senior leadership in developing and implementing the in-country PSEA Action Plans
  • Advise the sub-national networks in developing and implementing PSEA Action Plans in line with the national level Action Plan 
  • Advise the Networks at national and sub-national level to carry out joint PSEA risk assessments in Mozambique based on a common methodology to inform senior leadership on strategic decision making.
  • Oversee and support the inter-agency PSEA Network in coordination with the Network chairs in the fulfilment of its responsibilities under its PSEA Network TORs and Work Plan, enhancing communication and information sharing among Members, FPs etc. 
  • In the absence of the chairs, chair the PSEA Network meeting and chair relevant PSEA ad-hoc thematic working groups.   
  • Represent the PSEA Network in relevant coordination bodies and fora such as the Cluster and Inter-Cluster meetings and Humanitarian Country Team meetings at the national level and report back and to the PSEA Networks on relevant developments and updates. 
  • Provide technical advice, support, and supervision to sub-national PSEA networks where required, regarding complaints handling, case management and government cooperation, to ensure consistency of systems and approaches.     
  • When the PSEA Coordinator is unavailable the Network will be overseen, supported, and represented by the chairs.
  • Proactively reach out to relevant entities that are not participating in the PSEA Network or the joint CBCM to ensure that they are aware of PSEA activities, and to foster linkages and information sharing. 
     
Strengthen PSEA within organizations - Support Network members and other relevant entities operating in the context to strengthen their internal PSEA programs (where requested) to: 
  • Insert and enforce PSEA clauses in partnership contracts that clarify reporting and investigation responsibilities.
  • Establish and/or strengthen internal investigation protocols, including clear case handling responsibilities in-country, capacitated investigations staff, and ability to enact disciplinary measures where SEA is substantiated. Where Network members have a dedicated investigation body in Headquarters, strengthen referrals to the dedicated investigation unit. 
  • Establish and/or strengthen safe SEA-specific procedures for internal complaint and feedback mechanisms (CFMs) and referrals to survivor assistance, informed by good practice and community consultations. 
  • Increase their capacities to train staff and implementing partners on PSEA principles, code of conduct and the SOPs for Recording and Processing Complaints 
  • Strengthen capacities of government partners on preventing SEA, referral, reporting and survivor protection and assistance   
  • Facilitate partners to implement SEA prevention and risk mitigation measures during planning, policy and project development, and programming in each technical sector.
  • Monitor and ensure that the UN, NGOs (national and international), International Organizations (IOs), Implementing Partners, CBOs, government entities and as appropriate, community member are incorporating PSEA training for their humanitarian staff and for those NGOs/entities with no structured training modules, suggest and facilitate appropriate training modules.
 
Engagement with Stakeholders communities:

Community Engagement

  • As part of broader community engagement activities, support the Network to learn of community perspectives on behaviour of aid workers, and preferences in dispute resolution, discussing sexual matters, and receiving and sharing sensitive information to inform the Network’s outreach and activities. 
  • In collaboration with the Linha Verde coordinator and the PSEA Cochairs, maintain an inter-agency community- based complaint mechanism (CBCM) by linking the Complaints and Feedback Mechanisms (CFM) of Network members though agreed referral pathways. 
  • Facilitate the establishment of new Community Based Complaint Mechanism in coordination with Network members, sub-national networks, and the Community Engagement/AAP Working Group. 
  • Facilitate national and sub-national PSEA Networks and Network members to develop a creative, collective, and harmonized communication strategy and materials to raise awareness on key PSEA messages, including the rights of affected populations, the fact that assistance and services are never conditioned on sexual favours, and how to submit sensitive complaints, incl. but not limited to the Linha Verde. 
  • Ensure that the implementation of the PSEA Networks Action Plans is informed by community participation, contextually and culturally appropriate, and based on the community’s needs.

Cluster Coordination  

  • Engage and coordinate with Clusters, especially CCCM, Food Security and Shelter Clusters, to ensure PSEA mainstreaming during planning, policy development and programming; support Clusters in strengthening PSEA capacities where requested.   
  • Represent the PSEA Network and update on relevant PSEA activities during relevant Cluster and inter-cluster meetings. 
  • Report back to the PSEA Networks on Cluster developments and updates that may impact the PSEA Action Plan implementation. 

Gender Based Violence (GBV) and Child Protection (CP) sub-clusters  

•     Collaborate with the GBV and Child Protection sub-clusters to ensure a harmonized approach to prevention activities and support of (child) survivors, and that PSEA        Network activities take a survivor-centered approach supporting the rights of (child) survivors. 

Government Actors  

  • Lead the Network’s efforts and support senior leadership to develop an engagement strategy with the host government aimed at strengthening cooperation on PSEA, the development of clear and accessible referral pathways and improved access of survivors to government-led assistance and protection.
  • Act as Networks main focal point for government liaison, liaises between agencies & Government on PSEA   Support the sub-national PSEA networks in communication and coordination with provincial government entities as required.
  • Participate in relevant government engagement meetings and report back to PSEA Networks on relevant development and updates.
 
Complaint Review, Referral and Case management:
  • Facilitate the Networks to implement the endorsed SOPs on inter-agency complaint referrals. 
  • Coordinate with Heads of Organizations and Cluster leads to ensure the referral pathways are incorporated in PSEA trainings and understood by all actors in Mozambique. 
  • Act as focal point for survivors 
  • Carry out independent complaint review and referral to the concerned organization and provide appropriate follow-up after referral, in accordance with the SOPs.
  • In collaboration with the PSEA Network members, maintain an up-to-date mapping and establish database of available services by partners (Government and NGOs) and gaps for health, legal, psychosocial, and material support to provide immediate aid for complainants and survivors of SEA to establish appropriate victim assistance mechanism is in place. 
  • Mobilize the PSEA Network to assist in a mapping exercise of available services and gaps for health, legal, psychosocial, and material support. 
  • Ensure that the assistance referral pathways to provide immediate aid for complainants and survivors foreseen in the SOPs are implemented.   
  • Facilitate the Network to train service providers on PSEA-specific components in services and survivor protection. 
  • Keep anonymized records of allegations received directly by Network members and other actors in-country to capture SEA trends and support stakeholders to adjust programs. 
 
Reporting and Documentation Management.
  • Regularly update and maintain the national PSEA focal points for humanitarian agencies and implementing partners to ensure that the identities of PSEA focal points and their contact details are disseminated to the humanitarian community and key stakeholders in their areas of operations. 
  • Provide and circulate monthly progress report to the HCT on the PSEA network activities conducted. 
  • Compile and document correspondence between the HCT, government and other entities including official correspondence/letters sent by the RC on behalf of the HCT. 
  • Report on the Network achievements for the last year and documentation of best practices, lessons learnt, gaps and sharing with the HCT and network members.  
  • Proactively reach out to relevant entities that are not participating in the PSEA Network or the joint CBCM to ensure that they are aware of PSEA activities, and to foster linkages and information sharing.
  • Regularly report to senior leadership on developments and challenges in PSEA in-country to ensure continued engagement and address gaps in PSEA implementation.

Required Skills and Experience
 
Education:
  • Advanced university degree (master’s degree or equivalent) in Social Sciences, Human Resources Management or similar fields is required. Or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Certification in PSEA/SH will be an asset but not a requirement.
Experience:
  • Minimum of 7 years (with master’s degree) or 9 years (with bachelor’s degree) of progressively responsible relevant experience at the international level in the areas of humanitarian development, international development or humanitarian architecture or relevant fields is required.
  • Familiarity with the UN system and global coordination structures (e.g. IASC) is an asset.
  • Experience and proven ability to implement an Action Plan is an asset.
  • Experience in developing and facilitating training and capacity-building activities is an asset.
  • Familiarity with data protection and confidentiality measures is an asset.
  • Experience in an inter-agency coordination role is an asset.
Language:
  • Fluency in English is required. 
  • Working knowledge of Portuguese is an asset. 
  • Working knowledge of another UN language is desired.
