The Role
At Last Mile Health, we work to deploy a health worker within reach of everyone, everywhere. Do you have extensive experience designing and implementing large-scale health projects in developing countries and collaborating with governments? If so, you may be our next Capacity Consultant for the Building Integrated Readiness for Community Health (BIRCH) project in Malawi.
The Capacity Building Consultant under Project BIRCH will assist the Ministry of Health by assessing training needs, creating a flexible training curriculum, and developing strategies for leaders. They will plan and cost annual capacity development activities, support initiatives based on assessments, and implement a detailed work plan. The consultant will also develop tools, coordinate training modules, support workshops, monitor progress, conduct periodic reviews, and evaluate the Ministry's Program Implementation Plan related to capacity development.
This position is open to candidates located in Malawi with work must have authorization to work in Malawi.
About the Building Integrated Readiness for Community Health (BIRCH) project
The Global Fund has launched the Building Integrated Readiness for Community Health (BIRCH) project, whose main goal is to provide Technical Assistance and strengthen community health programming in eleven countries, including Malawi between January to December 2023. Through project BIRCH, technical assistance will empower countries to enhance the design and effectiveness of existing and upcoming Global Fund investments in CHWs for pandemic preparedness, including investments through the Community Systems and Responses (CS&R) matching fund.
The Global Fund has contracted Last Mile Health to manage this stream of funding across all BIRCH countries. Last Mile Health is working with a consortium of organizations to provide technical assistance to 11 countries during the funding application process to advance community health priorities.
Consultancy Details

Scope of Work:
As part of the technical assistance delivered under project BIRCH, the Capacity building consultant/ firm must provide technical assistance to the Ministry of Health to carry out the following:
- Support in conducting/ Refining Training Needs Assessments for the Ministry of Health.
- Curate an in-service capacity-building curriculum fit to be implemented flexibly.
- Develop capacity-building strategies and programs for selected managers/ leaders under the Ministry of Health.
- Plan activities and costs for the annual capacity development plan incorporating MoH demands.
- Support the ministry to develop capacity-building initiatives in capacity building based on capacity needs assessment outcomes.
- Develop and implement a detailed work plan for the developed curriculum.
- Develop appropriate tools to facilitate capacity development activities
- Coordinate the development of training modules in consultation with other program divisions and training organizations/agencies.
- Providing handholding support (monitoring, twinning arrangements) to the Ministry in organizing workshops and trainings on program activities
- Monitor and evaluate the progress of training and capacity-building initiatives in the ministry
- Undertake periodic visits to review Capacity Development initiatives, identify challenges, and support States/UTs in overcoming these challenges
- Responsible for evaluation of the Program Implementation Plan (PIP) of MoH concerning capacity development.
Expected Outputs
- A detailed training curriculum covering all relevant topics outlined in the scope of work.
- A high-quality training package developed, which includes participant handouts, case studies, assessments, and a comprehensive facilitator guide.
- Conducting the capacity building training program.
- Preparing post-training evaluation reports to assess the effectiveness of the training program.
- Develop and provide a comprehensive monitoring checklist to track the progress on trainees during and after their capacity building.
- A comprehensive report that integrates progress, challenges, and recommendations for improvement. This report should provide a holistic overview of the training impact and serve as a valuable tool for ongoing project evaluation and refinement.
Required Qualifications
- Master's in Public Health or any related degree, with a specialization in health systems.
- Progressive years of work experience in developing countries, designing and/or implementing large-scale health projects, and working with governments would be essential.
- Demonstrated years of experience related to reviewing and strengthening health human resources in country contexts similar to Malawi.
- Proven experience in undertaking key technical and due diligence assessments, including review of health service delivery gaps and executing and implementing agencies’ program management capacity
- Ability to prepare detailed project design and components with monitoring framework and risk mitigations; and undertake project readiness activities.
- Ability to formulate overall human resources and/or capacity development plan (including strengthening of medical curricula and institutions) for strengthening PHC through project support.
- Proven experience in holding continuous capacity-building and mentoring sessions with relevant offices.
