UNICEF Yemen is seeking for a highly skilled and experienced national consultant to support the implementation of social protection interventions which are integrated within a multi-sectoral project, which include a variety of programme / sectors (education, child protection, social protection, and SBC) aimed at achieving education outcomes for children.

In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child, and it was enacted immediately.  Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference? 

UNICEF Yemen is seeking a highly skilled and experienced consultant to support the implementation of social protection interventions.

Purpose of Activity/Assignment:

The Consultant will be responsible of coordinating and providing technical guidance and capacity building training to the Social Welfare Fund (SWF) on cash plus programme, particularly the data information system and APP utilized to deliver and manage the Cash transfer / plus’s case management and referral, and the vulnerability assessment. The selected consultant will be collaborating and working closely with the SWF’ program & technical team in Hodeidah and Sana’a.

You will also deliver the following objectives:

• MIS data information management (electronic APPs) developed & utilized by vulnerability assessment and Cash plus’s case management & referral.

• List of verified beneficiaries for cash transfer/plus is generated and shared via the FTPS server using the desired form/template inquired by YSC. 

• Field programmatic monitoring visits conducted to monitor the cash plus implementation in Bajil district.

• Technical guidance and capacity-building provided in a timely and quality manner to the SWF technical team.

• SWF is supported to generate monthly reports (disaggregation data reports, statistical and dashboards) for cash transfer / plus (CM / referral), including vulnerability assessment.

• Regular or monthly meetings updates with the SP officer and chief of field office on the progress made during the consultancy period.

• A comprehensive final report for achievements, challenges, recommendations, and lessons learned concerning the SP activities (Cash plus).

To qualify as an advocate for every child you will have…

Education: 

A university degree in Social Sciences, Information Management System (IT), or other relevant disciplines is required.

Experience:

  • Demonstrates substantial technical expertise in program design, evaluation, data analysis with regard to social protection programming with a strong understanding of programmatic approaches and interventions (cash plus, referral and case management).
  • Previous work in the field social protection programming (cash plus, referral and case management) is highly recommended.
  • Excellent knowledge of MS Excel or MS Access (e.g., pivot tables and functions).
  • Proven technical expertise for managing data capture and storage, for analysing diverse datasets, and presenting information in understandable tables, charts, graphs, and reports.
  • Proven skills in using map-making packages and data visualization software's (e.g., Tableau, Q GIS & Arc GIS, Power Bi).
  • Ability to connect data sources using APIs.
  • A minimum of two years of professional work experience in humanitarian work focused on data and information management is required.
  • Experience in advanced form building and analysis using ODK, InForm, and Activity Info for conducting large surveys

Language:

Fluency Fluency in English is essential. Additional fluency in Arabic will be preferred.

  • The selected candidate is solely responsible for ensuring that the health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programmme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts. 
  • Candidates are required to provide an all-inclusive fee proposal (in U.S.D) as part of their application. It is better to attach a table which shall include fees for the deliverables, DSA, and travel cost (if applicable)
  • Candidates are required to provide a technical proposal as part of their application. The technical proposal might include highlights on the below points:
  • Background information that includes an interpretation and understanding of the terms of reference.
  • Methodology and approach outlining a clear conceptual and analytical framework for the work to be undertaken.
  • Proposed work plan outlining clear timeframe and logical steps in conducting the assignment.
  • Name and brief background of the vendor, including existing experience and expertise that will be of benefit to the proposed assignment.
