Overview of position

CTG is looking for an experienced Financial Assistant in the Ministry of Education & Science of Ukraine.

Role objectives

Under the overall supervision of the Deputy Minister of the Ministry of Education & Science of Ukraine & the direct supervision of the Project Manager, the Financial Assistant is responsible for the following duties:

  • Act as the focal point with schools / hromadas & other local authorities on issues related with the school feeding program.

  • Prepare & support trainings for AICOM involved staff in schools / communities participating in the project.

  • At the beginning of each payment cycle, process payment documents for transferring funds to communities & educational institutions participating in the school feeding program.

  • Record the receipts of payment from the schools / hromadas participating in the program according to the instructions received from the school feeding unit; send confirmation of processed payments to the school feeding unit.

  • At the beginning of each monthly reporting cycle, send reminders to participating schools / communities about submitting data to AICOM within the specified period, communicate with focal points in case of missing information or issues, correct errors identified during data analysis & refer any unresolved or unclear situations to the school feeding unit.

  • Use alternative data collection methods in the monthly reporting cycle using templates provided by the when AICOM is unavailable.

  • At the end of each monthly cycle, send a reconciliation document with aggregate data by region & breakdown by school according to the instructions received from the school feeding unit.

  • Conduct surveys as requested.

  • Create & maintain an archive with contact details of each school & local administration, banking documents & reimbursement records.

  • Communicate with partners, ministries & other central executive authorities.

  • In collaboration with the Institute of Educational Analytics & our clients school feeding unit, collect, consolidate & analyze data on the implementation of the school nutrition program from various sources.

Project reporting

This role works under the overall supervision of the Deputy Minister of the Ministry of Education & Science of Ukraine & the direct supervision of the Project Manager.

Key competencies
    • Higher education in economics, finance, business administration or related fields with at least 2 years of relevant work experience.

    • Preferably, experience in public service positions.

    • Excellent customer care & communication skills.

    • Proficiency in Microsoft Office (Word, Excel, PowerPoint, etc.).

    • Demonstrated attention to detail.

    • Strong IT skills (including multitasking across platforms) & problem solving abilities.

    • Ability to deliver results under stress & tight deadlines.

    • Strong time management skills.

    • Ability to work both independently & collaboratively in cross functional teams.

    Team management

    This role has no team management responsibilities.

    • The requirement for an in person supervised written exam in Kyiv.

    • Proposed salary for this role is up to USD 1500 (depending on interview & test task results).
