Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Grounded on its four strategic priorities, UN Women is committed to empowering women and girls to contribute and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters, conflict, and humanitarian action. Globally, including in Indonesia, the impact of conflict, climate change, and natural disasters has disproportionately affected women and girls. Funded by the Korea International Cooperation Agency (KOICA), UN Women Indonesia developed a three-year program, “Empowered Women for Sustainable Peace: Addressing the Peace-Humanitarian Nexus to Enhance Community Resilience in Indonesia”, with the full implementation period from 2024 to 2026. The project aims to strengthen community resilience and reduce vulnerabilities in emergency and conflict-affected areas by addressing the humanitarian-development-peace (HDP) nexus in the context of Indonesia. It will contribute to the goal, that women and girls are able to withstand adverse impacts of conflict and natural hazards and able to contribute to a peaceful and just society. The project is implemented in 20 villages in the provinces of West Nusa Tenggara (NTB), East Nusa Tenggara (NTT) and Central Sulawesi. These are the Provinces where the dimension of crisis (social-economic including conflict and radicalism and natural and climate-induced disasters) are prominent, providing the ground for justification of humanitarian development and peace nexus intervention. The project aims to develop scalable interventions that can contribute to the implementation of key policies in Indonesia that are relevant to the prevention of violent extremism, disaster risk reduction and resilience-building, and the protection and empowerment of women and children. In the context of policy advocacy, the project will support seven ministries/agencies: the Coordinating Ministry of Human Development and Culture (KEMENKO PMK), the Ministry of Women Empowerment and Child Protection (KPPPA), the Ministry of Social Affairs (KEMENSOS), the Ministry of Villages, Disadvantages Regions and Transmigrations (KEMENDES), the Ministry of Home Affairs (KEMENDAGRI), National Agency for Disaster Management (BNPB), and the National Agency of Counter Terrorism (BNPT), to strengthen national policy on disaster management, prevention of social conflict, prevention on violence extremism.
To support the project implementation, and advocacy for gender responsive humanitarian and peace nexus, UN Women Indonesia is seeking for Project Officer for Peace and Humanitarian Nexus. Under the overall guidance and leadership of Programme Manager for Governance, Peace, Resilience, the Programme Officer will report directly to the Project Coordination Analyst Peace Humanitarian Nexus. The Programme Officer will support the monitoring of project implementation of the Responsible Parties and the policy advocacy of UN Women for Humanitarian and Peace Nexus programme both at national and sub-national level.
Duties and Responsibilities
1. Contribute technically to the development of programme strategies in the area of Humanitarian, Development, and Peace Nexus thematic programme.
- Provide technical inputs to the design and implementation of HDP programme strategies and methods for proactive and strategic targeting of partners and donors;
- Analyze country context and identify key opportunities and partners to advance the programme planning and implementation at the country level and identify potential strategic partners to strengthen HDP;
- Support the development of advocacy strategies and supports relevant, high-impact advocacy activities and campaigns with key partners/contractors and their implementation.
2. Provide technical support to the implementation and management of the HDP thematic programme.
- Provide inputs to the annual workplan and budget as required;
- Coordinate and monitor the implementation of the program and follow up on monitoring activities;
- Coordinate and support the development of project operational plans and paperwork including the terms of reference (TOR) for project activities or call/request for consultancy services required to support the implementation of projects;
3. Provide technical assistance and capacity development support to project/programme partners
- Provide technical support to and technically oversee the implementation of programme activities with partners;
- Provide technical support to ensure effective and quality implementation of project initiatives, which include develop relevant tools, guidelines, SoPs, and other referral materials;
- Identify opportunities for capacity building partners and coordinate and facilitate technical programming support and trainings to partners as needed;
4. Provide technical inputs to the monitoring and reporting of the programme.
- Monitor progress of implementation of activities using results-based management tools in close collaboration with the M&E officer;
- Support the drafting and consolidating of the reports on monitoring missions, programme results, outputs and outcomes at the country level;
- Provide substantive inputs to the preparation of donor and UN Women reports, including quarterly and annual results reporting in RMS, narratives and financial reports;
- Record and maintain documents on relevant Programme activities, issues, risks and risk mitigation plans
- Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
- Track progress and share updates on HDP-related project implementation to ensure coherent project implementation;
5. Provide technical inputs to inter-agency coordination on HDP thematic programme to achieve coherence and alignment of UN Women programmes with other partners in the country
- Coordinate with key partners ranging from Government counterparts, UN peer organizations, Non-Government Organizations (NGOs) especially Women Rights Organizations (WROs) partners, and broader development actors;
- Provide technical support on building and maintaining strategic partnerships and positioning with Government, Non-Government Organizations (NGOs), and broader development actors;
6. Provide inputs to advocacy, knowledge building and communication efforts
- Provide technical inputs to background documents, briefs, and presentations related to HDP thematic programme;
- Provide support to the development of knowledge products and communication mechanisms to effectively position UN Women in the Country in the areas of HDP Nexus;
- Share knowledge and enhance organizational learning among UN Women regional and field offices through the development and use of online tools, templates, tips, mechanisms and guidelines;
- Support coordination on exchange of information and knowledge products internally and externally of the programme at country level;

Required Skills and Experience
Education and certification:
- Advanced university degree (Master’s Degree or equivalent) in Gender Studies, Political Science, Public Policy, Development Studies, Economic Development, or related field is required, or
- A first-level university degree (Bachelor´s Degree) in Gender Studies, Political Science, Public Policy, Development Studies, Economic Development or related field in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master Degree.
Experience:
Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
- Experience in collaborating with governmental entities and familiarity with public sector stakeholder engagement and capacity development would be highly desirable
- Experience in consultation meetings, workshops, and stakeholder analysis would be highly desirable
- Experience in designing results-oriented action plans and frameworks would be highly desirable
- Experience in planning and managing activities, developing Terms of reference , concept note, presentation and briefs to support engagement with targeted partners would be an asset
- Experience in initiating and managing relationship with government agencies and development partners would be an asset
- Previous experience with UN or international organizations is an assets.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Zoom, and Skype.
Language Requirements: Fluency in English and Bahasa Indonesia is required.
