THIS VACANCY IS OPEN TO FAO PERSONNEL ONLY
The scope of this Call for Expressions of Interest is to find qualified FAO staff members to support L2/L3 countries in the above functional area.
Qualified staff will be placed on an Internal Surge Team (IST). IST will enable the deployment of essential personnel to lead and support country-based emergency response on a short-term basis. These surge roles are designed to provide a punctual, time-bound support to country response and help establish longer-term mechanisms and processes.
• Support deployments are considered for staff members already in service of the Organization.

• Interested employees will be required to discuss upfront with their managers, who are encouraged to release employees to support, and to upload the signed pre-release agreement form at the time of the application.
• Selected candidates will receive a notification of their inclusion in the IST and from that moment they might be called for a surge support at any time, and in line with the duration of their contract.
• Selected candidates will be released of their function for a period which may vary according to country offices needs not exceeding three months, after which they return to their normal functions.
• Surge support must be provided in person, candidates in the IST will be required to have the following documentation ready in case of upcoming mission (Valid passport, Laissez-passer, SSAFE training).
• Staff members deployed will add the surge support as a separate objective in PEMS, and the supervisor of the surge assignment will be added as an ‘Additional Supervisor’ in the PEMS Year-Mid/End Appraisal phase. As such, this valuable experience will be documented in the performance evaluation of staff members.

Organizational Setting
FAO Country Offices, headed by a FAO Representative, are assisting governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition.
Reporting Lines
The Human Resources Officer (Internal Surge Team) reports to the FAO Representative and works in collaboration with the regional Human Resources Officer and under the technical guidance of the Human Resources Division or the Shared Service Centre as appropriate.

Key Functions
oConsults with ‘designated business partners’ on specific HR requests, issues, and problems, and provides advice and options on how to proceed;
oAnalyzes requirements and researches and analyzes information, data, statistics, and/or trends for the preparation of plans, strategies, reports and/or other products;
oReviews on-going service delivery, related procedures and systems to recommend changes, develop proposals, and coordinate updates/revisions;
oCollaborates in the development of information/training materials and products to increase understanding of HR services and promote capacity development;
oResearches and provides information to management and staff to resolve problems and/or reach agreement on various issues.
Specific Functions
oSupports and executes country HR Strategy and talent acquisition strategies;
oSets up functional and sustainable HR unit and work flow; reviews and evaluates the current HR capacity and monitors the expected workload with the HR capacity;
oAssess the adequacy of current structure and staffing of the office, provides advice and guidance to ensure coordination between units and reporting structure;
oSupports the rapid finalization of the priority ongoing or planned recruitment and establishes monthly HR reports on the status of recruitment processes for the office to senior management;
oProvides expert HR advice and expertise to designated hiring manager, on specific or complex recruitment cases, policy and procedures applied to recruitment and staffing matters, best practices, etc.; ensures compliance to corporate policies and guidelines by providing day-to-day advice to the management and teams on various issues including policies and procedures in order of ensure consistency and understanding at all levels;
oGuides and advises on a full range of human resources aspects such development and implementation of staffing needs assessment and skills mapping enabling the effective delivery of the work program in the Country;
oCoordinates and provides expert advice on the recruitment and selection, appointments and transfers/deployments;
oCoordinates on-boarding substantive briefing and training sessions on HR-related topics targeting all personnel;
oConsults comprehensively with all personnel and designs interventions with Headquarters to make human resources management more efficient and tailored to the needs of the country;
oOversees the development and execution of staff development activities and learning programmes and ensures compliance with performance management requirements.

Employees will maintain the contractual status, benefits and medical plans by which they are covered when performing their normal functions for the time of the deployment.
