Context

UNAMA was established by the UN Security Council Resolution 1401 in March 2002 at the request of the Government of the Islamic Republic of Afghanistan. Its mandate is reviewed annually with the latest mandate renewal being on 15 September 2020 when the Security Council unanimously adopted Resolution 2543 (2020) Resolution 2543 (2020) calls for UNAMA and the Secretary-General’s Special Representative for Afghanistan, within their mandate and in a manner consistent with Afghan sovereignty, leadership and ownership, to continue to lead and coordinate international civilian efforts in full cooperation with the Government of Afghanistan. UNAMA maintains a permanent and extensive field presence across Afghanistan.

Task description

Under the direct supervision of the UNV Programme Manager (PM), the UNV Field Support Officer will undertake the following tasks:

Maintain an up-to-date record of approved posts in mission, vacancy and occupancy rates and provide timely reports on UNV data;
Support PM in managing human resources-related, finance and administrative issues of UN Volunteers in Afghanistan;
Coordinate the mobilization and recruitment of volunteers in collaboration with UNV HQ and all sections of the mission; including communication and updates to UNV PM and section chiefs / hiring managers;
Provide management support to the PM in activities such as annual volunteer performance appraisals (VPA), accommodation arrangements, security awareness, organization of welfare activities, training and learning activities:
Support to coordinate the selection, recruitment and deployment of all UNAMA Volunteers and post management;
Coordinate the arrival and check-in and check-out of newly recruited/outgoing UN Volunteers and update the related online systems and tools;
Support PM during the budgeting and staffing exercise for the UNV component of the mission, including communication to sections, Budget Office, UNV HQ and volunteers;
Support timely information flow to volunteers regarding policies, changes and developments in relation to volunteers’ administration & management (UNV COS and Mission Policies).
Act as focal point for inquires about redeployment, local working and security conditions, accommodation issues, and all matters related to the Conditions of Service;
Process and maintain records of re-deployment, transfers and temporary duty assignments (TDY) for all UN Volunteers;
Support recruitment and selection processes, including advertisement, review selection documents and facilitating interviews,;
Liaise with recruitment team/sections on the travel arrangements in place for the deployment of UN Volunteers by facilitating security clearances and visa fax letters for selected UN Volunteers;
Support the PM in the implementation of a buddy system for facilitating the integration of the UN volunteers:
Support with processing of travel requests in Umoja for UNAMA UN Volunteers;
Oversee approval of UN Volunteer leave requests and reports; and monitor attendance;
Any other duties as requested by the supervisor.
