ABOUT THE JOB

The Economic Recovery Officer (Civil Engineer) will be based in Kandahar province and will be responsible for ensuring high quality delivery of specialized project activities related to Community Infrastructure projects. Community infrastructure projects require technical input throughout the project life cycle, starting from assessments, survey, design, BoQs/cost estimates, implementation, and management. Community infrastructure projects are selected based on DRC SOPs on cash for work and community infrastructures and the exact deliverables will be set out in the DRC-donor project document. The objective of the Civil Engineer is to deliver a high-quality technical output in line with technical standards and specifications, as outlined by government ministries and in alignment with internal operating procedures to achieve project objectives.

Responsibilities:

 

  • Ensure the delivery of high-quality, impactful community infrastructure projects as part of the broader EcRec program in targeted communities.
  • Develop comprehensive technical documents for community infrastructure projects, including but not limited to technical studies, drawings, Bills of Quantities (BoQs), designs, specifications, quality assurance protocols, statements of work, scopes of work, and detailed project schedules.
  • Supervise the implementation of community infrastructure projects, coordinating with the EcRec operational team, and documenting any challenges, issues, and suggestions for improvement.
  • Develop and oversee the design, planning, and execution of sustainable infrastructure projects related to natural resource management (NRM), such as water conservation systems, soil stabilization, and reforestation efforts, ensuring environmental sustainability and community benefit.
  • Development and implementation of an appropriate workplan/schedules for implementation of community infrastructure projects, including division of responsibilities among operational and technical livelihoods/EcRec team members.
  • Monitoring the progress of technical activities, including project quality, and establishing project progress chart for all infrastructure projects.
  • Responsible for data quality and verification of all technical data and appropriate storage and management of databases.
  • Participating in procurement processes for community infrastructure projects equipment or materials including developing detailed specifications, monitoring of ITB/RFQ processes and monitoring of quality of implementation and delivery.
  • Ensure that all community infrastructure projects comply with government regulations, including timely registration, reporting, and official sign-off, while meeting donor requirements and adhering to internal DRC policies and procedures.
  • Recruit/Select, train, and manage of supervisor/foreman Cash-for-Work beneficiary (unskilled and skilled) for community infrastructure projects with support of EcRec team.
  • Support EcRec operational team with community mobilization and engagement and organization of meetings for needs and problems of the community and solutions identification.
  • Collaborate with other departments to provide technical support where needed and establish and maintain effective referral mechanisms to address broader operational challenges.
  • Conduct multiple surveys in remote or hard-to-reach areas to assess infrastructure needs and ensure that selected projects address high-priority community needs.
  • Analyze data from surveys, selection tools, environmental screening tools, and social assessments conducted by the EcRec team to inform project decisions and improve planning processes.
  • Support the EcRec operational team with other operational activities, such as conducting needs assessments and contributing to the planning of new activities and initiatives.
  • Provide accurate financial and programmatic information, and draft reports for internal and donor reporting in accordance with EcRec guidance and timelines.
  • Prepare project progress reports on weekly and monthly basis.
  • Perform any other tasks as assigned by the line manager to support the successful delivery of EcRec objectives.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

 

  • 4 Years experience of infrastructure projects, preferably in INGO or UN.
  • Experience with cash for work and EcRec activities.
  • Proven experience in implementation of irrigation and DRR structure projects.
  • Proven experience in technical assessments, development of technical reports and drawings.
  • Proven experience in pipe scheme projects implementation.
  • Extensive community experience, in mobilization and engagements.
  • Excellent report writing skills.
  • Excellent Communication skills
  • Excellent computer using skills, preferably including MS Project
  • Excellent Auto Cad using skills.
  • Designing disaster risk reductions and irrigation structures, such as culverts, retaining walls, water channel etc.
  • Able to travel to hard-to-reach districts and other provinces.

Education/qualifications:

  • BSc. in Civil or Structural Engineering. Master’s degree is preferred
