Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations. 

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context. 

DRC is currently looking for a Shelter and Settlement officer in Kharkiv.

About the job:

The Shelter and Settlement officer will play a key role in the DRC’s response to rehabilitate housing and infrastructure needs in the east of the country. The Shelter and Settlement officer will provide technical support and follow-up on the technical aspects of the DRC program implementation.

Main duties and responsibilities:

Program and operational activities:

  • Ensure effective and efficient program implementation in accordance with the budget and work plan.
  • Ensure the quality of all Shelter and Infrastructure activities including the day-to-day supervision of partners, contractors and quality control.
  • Monitor the progress of the Shelter activities and keep daily records of the Project progress.
  • Follow up, collect, draft and update on daily basis information required for the weekly, and monthly, reporting system.

Coordination and representation:

  • Collaborate with relevant internal and external technical experts on relevant sector issues.
  • Represent DRC at meetings and other relevant technical coordination meetings.
  • Ensure strong integration with all other DRC sectors. Collaborate with other departments to ensure efficient operations.
  • Develop and maintain good relations with the persons of concern, relevant stakeholders, and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities.

Project development:

  • Develop project plans and budgets for financing, organize and review the cost estimates of project solutions.
  • Develop and oversee project tools, monitor and review project solutions, and perform due diligence on project documentation.
  • Execute calculation of materials’ needs / Bill of Quantities (BoQ).
  • Prepare tender documents for the implementation of construction projects.
  • Monitor and evaluate projects, control the work schedule.
  • Formulate design assignments, terms of reference, coordinate technical solution cards, and a list of equipment and materials.
  • Initiate procurement and ensure its implementation.
  • Prepare procurement packages (procurement specifications).
  • Cooperate with partners, contractors and subcontractors.

About you 

To be successful in this role we expect you to have minimum of 3 years of professional experience in successful implementation of projects in capital construction.

We also expect the following:

Required:

  • Developed analytical skills, technical literacy.
  • Knowledge of the regulatory construction base, DBN, PUE, DSTU, NPAP, NAPB.
  • Ability to read drawings perfectly.
  • Excellent skills in MS Word, Excel, and PowerPoint.
  • Commitment to learning and implementing the organization’s policies and procedures.
  • Skills in GIS software and AutoCAD are an asset.
  • Fluency in Ukrainian language.

Desirable:

  • Experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
  • Intermediate English level

Required education:

  • Degree in Civil or Structural Engineering or another relevant field.
  • Significant work experience in the field may substitute the technical degree.

We offer:

  • Contract length: Fixed-term employment contract for the period of absence of the main employee, with a probationary period of 3 months.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff.
