OBJECTIVES OF THE PROGRAMME
The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.DESCRIPTION OF DUTIES
During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.1.While strictly adhering to the WHO standards, the incumbent willProvide technical and strategic leadership advice on all issues related to EMTs response,ensuring coherent operational approach and adherence to EMT core and technical standards as well as national procedures.2. Ensure systems and procedures for EMTs activation, deployment and monitoring are in place.3. Provide leadership and support to the EMT Coordination Cell (EMTCC) members ensuring all the functions (e.g. information management, operations support, and technical) are appropriately supported and integrated within the EMTCC mechanism.4. Support to the national and local health authorities to manage EMTs deployment along the whole deployment cycle including generation of lessons learned report to inform improvements to EMTs Coordination.5. Coordinate with HQ Emergency Medical Teams Secretariat in regard to technical and operational matters related to EMTs deployment and coordination.6. Contribute to (or chair) coordination and case management meetings with MoH and EMTs, including case reviews and quality assurance meetings and field visits.7. Maintain an overview of the health related situation in the country, analyse and synthesis EMT incoming field information based on the EMTCC methodology and ensure that updates are provided on a regular and timely basis to all levels of the response.8. Ensure all the main stakeholders including other national authorities, OSOCC, UNDAC team, Health Cluster, RDC and other partners are informed and contribute to the EMTs response.9. Perform any other incident-specific related duties, as required by the functional supervisor.REQUIRED QUALIFICATIONS
Education
Essential: Advanced university degree (Master's level or above) in management, social sciences, health or other related area from an accredited/recognized institute.Emergency Medical Team Coordination Cell course.Desirable: Advanced university degree in Public Health. Additional professional training/specialization in rapid response training such as EMT, UNDAC.
Experience
Essential: At least seven/ten years' practical experience, at the national and/or international levels, in managing and/or coordinating medical teams in disasters and resource scarce settings. Documented experience and knowledge of field hospitals management. Demonstrated knowledge of emergency response situations with proven ability to identify and solve technical problems in difficult circumstances.Desirable: Experience in epidemiology, research and analysis, and/or the development of training tools and databases for monitoring and evaluation purposes.Previous experience with WHO, other UN agencies, Emergency Medical Teams, health cluster partners, recognized humanitarian organizations or non-governmental organizations is desirable.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4362 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.ADDITIONAL INFORMATION
