Overall purpose of the role: (1-2 sentences)
To support DRC’s proactive government engagement, collaborations, maintaining strong relationships and established networks with government counterparts in Hiraan region specifically in Jalalaqsi district.
Responsibilities: (in bullet points)
- Facilitate and follow up on all meetings with government at the regional and district level.
- Ensure active follow-up on outstanding application filed with government, responding to queries from authorities in a timely manner.
- Work with authorities to secure all required authorizations and permissions to facilitate smooth implementation of child sensitive social protection in Jalalaqsi district.
- Proactively solve conflicts and address issues that could occur in the project implementation period.
- Perform as a key focal person for the coordination, responsiveness, compliance related to the CSSP project.
- Govt. Liaison Officer is responsible for government engagement, project information sharing and community engagement ensuring that the rightful beneficiaries are targeted.
- Govt. Liaison Officer should also responsible for effective communication between govt as well as organization.
- Govt. Liaison Officer is responsible for conduct monthly, quarterly review meetings with government and other stake holders.
- Govt. Liaison Officer is responsible for maintaining the meeting notes, circular, notices, interventions on behalf of DRC as well as government.
- Govt. Liaison Officer conduct quarterly task force meeting with consultation of Project Manager as well as other DRC managements.
- Strengthening and maintaining government and organization relationship for smooth and effective project roll out and implementations.
- Any other task given by project manager.
Programming and reporting:
- The liaison officer will also participate in CSSP-related activities, workshops, and review meetings
- Familiar with programme management cycle.
- Planning activities (quarterly plan/objectives; monthly plan and weekly movement planning) as to focus the expected results.
- Ensure quality programming through capacity building and training.
- Analyze and propose solutions/improvements or new directions for the smooth running of the current and future programs.
- Participate in follow-up, monitoring and evaluation exercises as scheduled or otherwise.
- Responsible for managing risk associated with cash-related implementation program activities.
Logistic and Administration
- Responsible for organizing the necessary logistic (transport, accommodation, meals, etc.
- Submit weekly movement plans to the project manager.
- Follow up on order requests and give suggestions to the Project manager for validation.
Reporting and communication
- Identify and inform the project manager of any problems or constraints.
- Represent the organization in meeting with beneficiaries.
- Promote systematically DRC mandate and humanitarian principles to other stakeholders/partner agencies at all times.
- Develop weekly activity and movement planning and submit to area manager and logistic officer.
- Develop monthly work plan /activities/objectives and submit to Project manager.
Experience and technical competencies: (include years of experience)
- At least 2-3 years of experience within the field of government engagement.
- Knowledge and experience in project cycle management
- Working experience and knowledge of the local duty station
- Able to adapt to changing situations as required.
- Able to work well under pressure and in adverse condition
Education: (include certificates, licenses etc.)
- Bachelor in Business Administration, Social science, international relations and public relations.
- Computer literacy and statistical data management
- Good comment of English and Somali -spoken and written
Conditions
Contract: 4 months with the possibility of extension, subject to funding and performance. Salary and other conditions are offered by DRC’s Terms of Employment for National Staff; Employment band None Management H2.
Availability: 1st November 2024
Duty station: This position is based in Jalalaqsi
