Overall purpose of the role: (1-2 sentences)
Responsible for overall implementation of economic recovery and child sensitive social protection activities.
Responsibilities: (in bullet points)
- Plan, oversee and support the broad implementation of child sensitive social protection activities, ensuring a coordinated approach with wider programmes that complies with DRC standards and procedures.
- Remain abreast of topical developments related to economic recovery and child sensitive social protection that will promote community participation to improve their economic/livelihoods well-being.
- Ensure strong community engagement and sensitization mechanisms to facilitate mapping of target health centers, referrals of PLWs and support overall beneficiary registrations.
- Conduct mapping services with the district health management team in the Jalalaqsi district to establish and strengthen referral pathways.
- Work closely with the health ministry staff and local authorities to map out all the health and nutrition centers within the district to identify the level of service available to target communities.
- Collaborate with service providers and local authorities to create referral pathways for pregnant and lactating women and to develop clear strategies and guidelines for implementation
- Ensure economic recovery and livelihoods sector growth in scope through fundraising - identification of sector gaps and root causes analysis, and take the lead in developing quality concept notes/proposals with corresponding activity budgets.
- Develop and maintain effective working relationships with all stakeholders, including ministry of health, ministry of labor and social affairs, community members and leaders, NGOs, UN agencies and other DRC team members including partners to enhance multi-agency and multi-sectoral cooperation and coordination on response activities.
- Provide technical leadership to project assistants and community engagement facilitators on best practice around financial inclusion and business practices, focusing on community engagement.
- Provide support to ensure sound budget expenditure, adherence to DRC financial procedures and donor requirements as related to the livelihoods sector.
- Support Draft spending plans, procurement plans, and work plans based on livelihood activities and budgets.
- Support in budget follow-up meetings to ensure the budget is tracked and over/under expenditures are addressed in time.
- Provide specialized project management implementation to DRC economic recovery programmes to ensure that the various activities are performed within the established targets following DRC's policies and procedures.
- Ensure accurate, timely recording of data within the specific technical area of work and consistency of information presented to stakeholders.
- Coordinate beneficiary data management to facilitate assistance to beneficiaries guided by existing agreements with UNICEF.
- Liaise with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing programme activities.
- Coordinate and liaise with stakeholders on identification of innovative programmes and delivery strategies including developing action plans with partners and communities
- Manage the preparation and dissemination of timely analytical and critical reports, and knowledge products for internal and external use that position and strengthen the credibility of DRC as a partner in social protection.
- Perform any related duty as required.
Programming:
- Participate in carrying out participatory needs’ assessment within the target population in DRC area of intervention.
- With the support of the project manager develop activities plans, including assessment and distribution plans.
- In liaison with sector heads set criteria of eligibility for beneficiaries. Select and record through filing system beneficiaries’ profiles and support.
- Planning activities (quarterly plan/objectives; monthly plan and weekly movement planning) as to focus the expected results.
- Ensure quality programming through capacity building and training.
- Analyze and propose solutions/improvements or new directions for the smooth running of the current and future programs.
- Participate in follow-up, monitoring and evaluation exercises as scheduled or otherwise.
- Responsible for managing risk associated with cash-related implementation program activities.
Logistic and Administration
- Responsible for organizing the necessary logistic (transport, accommodation, meals, etc.
- Submit weekly movement plans to the project manager.
- Follow up on order requests and give suggestions to the Project manager for validation.
Reporting and communication
- Identify and inform the project manager of any problems or constraints.
- Represent the organization in meeting with beneficiaries.
- Promote systematically DRC mandate and humanitarian principles to other stakeholders/partner agencies at all times.
- Develop weekly activity and movement planning and submit to area manager and logistic officer.
- Develop monthly work plan /activities/objectives and submit to Project manager.
- Submit weekly/monthly activities report and work plan (objectives/movement/activities) to Project manager
Experience and technical competencies: (include years of experience)
- At least 3-5 years of experience within the field of economic recovery and Livelihoods, community mobilization and sensitization.
- Strong understanding of basic training in Livelihood programming, participatory training methods, community mobilizations and networking.
- Strong government and local authority engagement efforts
- Effective and timely implementation of all interventions outlined under output and any other related and cross cutting program activities related to Livelihoods
- Working experience and knowledge of the local duty station
- Able to adapt to changing situations as required.
- Able to work well under pressure and in adverse condition
Education: (include certificates, licenses etc.)
- Degree in social science, public administration, Business administration, developmental studies or any other relevant degree
- Computer literacy and statistical data management
- Languages: Good command of English and Somali - spoken and written
Conditions
Contract: 12 months with the possibility of extension, subject to funding and performance. Salary and other conditions are offered by DRC’s Terms of Employment for National Staff; Employment band None Management H2.
Availability: 1st November 2024
Duty station: This position is based in Jalalaqsi
