Background
The International Renewable Energy Agency is an inter-governmental organization headquartered in Abu Dhabi, mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low- carbon economic growth and prosperity.
IRENA’s mission is to play a leading role in the ongoing transformation of the global energy systems as a center of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries. At present, IRENA has 169 Members (168 States and the European Union) that acceded to its Statute, and 15 additional States in the process of accession and actively engaged.
To optimize its internal efficiency and ensure alignment with its strategic objectives, IRENA has implemented a Performance Management and Appraisal System (PMAS) as outlined in Directive ST/Directive/2023/1. This system is designed to provide a framework for fairly assessing staff performance and to improve the delivery of programmes by optimizing performance at all levels and clearly linking the mandates and the Work Programme of the Agency directly with the objectives assigned to individual staff members, in a cascading manner.
To support the effective implementation and understanding of this system, IRENA is seeking a qualified consultant to design and deliver comprehensive training sessions on performance management and appraisal system.
Assignment
Under the overall guidance of the Director, Administration and Management Services (DAMS) and under direct supervision of the Chief, Human Resources, the consultant will perform the following duties:
- Scope - Training topics to be addressed for Staff Members and Managers Groups
(Considering IRENA’s PMAS policy, processes and tools):
- Training for Staff Members:
- Gaining a clear understanding of the appraisal process
- Setting and achieving realistic, SMART goals
- Effectively receiving and utilizing feedback
- Developing strong self-assessment skills
- Focusing on personal development and growth
- Training for Managers:
- Emphasizing evaluation techniques and constructive feedback
- Enhancing leadership and coaching abilities
- Understanding compliance aspects of performance management
- Addressing bias and ensuring objectivity in assessments
- Effectively managing and addressing underperformance
- Training for both Staff Members and Managers:
- Aligning team and individual objectives with organizational goals
- Promoting open and transparent communication
- Building a culture of continuous feedback
- Encouraging collaborative problem-solving
- Understanding and addressing the consequences of underperformance
- Development of Training Materials:
- Design comprehensive training materials, including manuals, presentations, and case studies, aligned with IRENA’s PMAS and the objectives outlined in the ST Directive.
- Develop training materials for online delivery modules as ongoing resources for staff.
- Ensure that training materials emphasize key elements of the PMAS, such as objective setting, mid-point reviews, final appraisals, and performance improvement plans.
- Delivery of Training Sessions:
- Conduct interactive training sessions for IRENA staff (11 days) and supervisors (3 days), focusing on the principles and application of the PMAS as per the IRENA Policy Directive.
- Facilitate workshops that deepen understanding of the linkages between individual performance, the PMAS, and the overarching goals of IRENA.
- Provide guidance on effective communication techniques for giving and receiving feedback within the context of performance management.
- Post-Training Support and Evaluation:
- Develop and implement a post-training evaluation process to assess the effectiveness of the training sessions.
- Provide ongoing support to staff and supervisors following the training to address any questions or challenges in implementing the PMAS.
- Create and submit a report summarizing the training outcomes, participant feedback, and recommendations for future training initiatives.
- Documentation and Reporting:
- Prepare and submit detailed documentation of all training materials, including participant handouts and facilitator guides.
- Coordination and Additional Tasks:
- Continuously coordinate with IRENA management and relevant staff throughout the project to ensure feedback and recommendations are incorporated into respective work outputs.
- Perform other tasks as assigned by the Chief, Human Resources.
Consultant Fee
IRENA shall pay the Consultant USD 500 per day, maximum of 25 workdays within duration of the contract, upon satisfactorily certified Consultant's deliverables, as per the payment and deliverables schedule below.

Payment based on the above deliverable/s (deliverable – based contract), certified by the assigned personnel.
Qualifications:
Education:
Advanced degree in Human Resources Management and/or Development, Organizational Development, Adult Education, or a related field.
Experience and skills required:
- At least 10 years of experience in designing and delivering training programs, with a focus on performance management and appraisal systems.
- Strong knowledge of HR best practices, particularly in performance management and appraisal systems within international organizations.
- Proven experience in developing training materials and delivering engaging and interactive training sessions.
- Strong analytical and report writing skills, with the ability to evaluate training effectiveness and make data-driven recommendations.
- Excellent communication, training delivery and presentation skills, with the ability to engage diverse groups of participants.
- Proficiency in standard e-learning platforms.
Language proficiency:
- Fluency in English (written and verbal)
