Overview of position

Under the overall supervision of Cross Border Post Arrival Humanitarian Assistance (CB-PAHA) Programme Manager, and under the direct supervision of Field Coordinator, and administrative supervision of relevant Head of Sub Office, the Incumbent will assist in the provision of immediate post-arrival humanitarian assistance in both Reception and Transit Centers (RC/TC), including but not limited to the screening and beneficiary selection of undocumented vulnerable Afghan migrants at the reception centers, their subsequent registration, the provision of in-kind post-arrival assistance and unconditional cash assistance, and the referral of particularly vulnerable cases for onward provision of specialist assistance. In addition, the selected candidate must be willing to participate in a rotational deployment scheme between IOM’s transit center and the IOM reception center in coordination with the CB-PAHA Field Coordinator and the other members of the CB-PAHA team.

Role objectives

Core Functions / Responsibilities:

  1. Assist in the screening, identification, and registration of beneficiaries in accordance with pre-determined vulnerability criteria at the border crossing point.
  2. Assist in the provision of hot meals, briefings, and other available support to returnees at the Transit Center.
  3. Encode the Beneficiary Screening and Assistance Forms (BSAF) and support the issuance of IOM beneficiary cards to those returnee cases which are referred to IOM for post-arrival assistance.
  4. The incumbent should be available for deployment to both the Transit Centre (TC) and Reception Center during both night and day shifts as required by the nature of operations.
  5. Verify that IOM Non-Food Item (NFI) kits are well stocked at the Transit Centre (TC), in line with the standards of warehousing of non-food items.
  6. Receive the distribution manifest from IOM CB-PAHA staff at the TC and support the distribution process accordingly.
  7. Assist CB-PAHA team personnel in the identification and referral of persons with specific needs to Protection Unit personnel for other specialized services.
  8. Assist in the preparation of the monthly report on the distribution of the clothing, cash for transportation, hot meals, refreshments, and other items needed.
  9. Travel to other provinces, in support of the cross-border return response as required and;
  10. Perform any other tasks assigned by the supervisor.

 

Required Qualifications and Experience

 

Education

·       Bachelor’s degree in business administration, Management, Accounting or related fields from an accredited academic institution with one (1) year of relevant professional experience

 or

  • High School Diploma with three (3) years of relevant professional experience

Experience

·Experience in screening, data collection, interviews, assessment, warehouse management, admin and finance.

·Experience in using office software packages (MS Word, Excel, etc.).

·Experience in encoding the beneficiary screening and assistance forms.

·Experience in stocking non-food items.

·Experience in preparing the monthly report.

SKILLS

·In-depth knowledge of humanitarian principles.

·knowledge of spreadsheets and data analysis.

·Knowledge of data collection and analysis.

·Knowledge of warehousing rules and regulations.

·Good Communication skills.

Languages

  • For all Applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
