Background/Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work, UN Women Indonesia focuses on (1) Ending violence against women (2) Promoting women’s human rights (3) Women’s economic empowerment (4) Women contribute to and have greater influence in building sustainable peace.

As the specialized UN Agency on gender equality and the empowerment of women, UN Women in Indonesia is also working alongside other UN Agencies to ensure that commitments on gender equality and gender mainstreaming are translated into UN works and programmes to achieve Sustainable Development Goals across the country. UN Women programmes in Indonesia are guided by the Strategic Note 2021-2025, that is aligned with UN Sustainable Development Cooperation Framework (UNSDCF) signed between the Ministry of National Planning and UN system in the country. In addition to programmatic interventions, UN Women has a triple mandate of normative support, UN coordination, and operational activities.

Duties and Responsibilities

Objectives of the Assignment

The United Nations Sustainable Development Cooperation Framework (UNSDCF) is a strategic framework guiding UN development activities in Indonesia. While significant progress has been made, there is an opportunity to strengthen the result-based management of the UNSDCF and enhance gender-sensitive reporting.

To address this need, as part of a joint effort among UN Agencies, the Gender Thematic Working Group (GTG) and Data, Monitoring, & Evaluation and Learning (DMEL) Working Group will organize a training to enhance the capacities of UN personnel in Results-Based Management (RBM), with a focus on gender, disability, social inclusion, and results-based reporting.

This training will help to enhance gender and social inclusion elements, with a particular focus on disability and youth inclusion, within UN Indonesia's programming, monitoring, and reporting efforts. Additionally, the training will directly contribute to strengthening inputs for the UN Annual Report 2024 and support the preparation of the Monitoring & Evaluation framework for the next Cooperation Framework, as well as UN agencies' new Country Programme Documents.

Under the overall guidance of the UN RCO Development Coordination Officer, Data and M&E, the consultant will be reporting to the UN Women Indonesia Monitoring and Reporting Analyst, who will be the point of contact on the contract and payment issues.

 

Description of Responsibilities/Scope of Work

  • Develop a comprehensive training module on gender-sensitive Results-Based Management (RBM) to sharpen the understanding of gender and RBM, including the principle of Leave No One Behind (LNOB) of youth, disability inclusion, and human rights. The module is also expected to be able in identifying key gender results n results-based planning monitoring, and reporting.
  • Conduct capacity building for UN in Indonesia personnel, focal point of Monitoring and Evaluation (M&E), gender focal points, project managers, and other relevant colleagues supporting the work of UN Joint Programme.
  • Develop report to elaborate and describe the implementation of the capacity building, including the results and understanding or skills changes reported by participants as well as recommendation or follow-up as a joint action for the UN in Indonesia to enhance the gender-sensitive planning, monitoring, and reporting.

 

Consultant’s Workplace and Official Travel

This is a home-based consultancy. The consultant will be based in Jakarta, Indonesia, with possible official travel within the country/outside of Jakarta, depending on the venue for the capacity building activities.

 

Consultant’s Working Arrangement

The Team Leader will work together with another national consultant as the team member as well as co-facilitate with DMEL and GTG focal point on the Gender Equality Marker (GEM).

The consultant will work under the direct supervision of Monitoring and Reporting Analyst, UN Women Indonesia.

Required Skills and Experience

Qualifications

Education and Certification:

  • Master’s degree in Political or Social Science, Monitoring and Evaluation, Gender and development studies, international affairs is required. A certificate in monitoring, evaluation and reporting would be an advantage.
  • Minimum 7 years of professional work experience in intergovernmental organizations, international organizations, or other non-profit/development sector.
  • Experience/knowledge of gender equality and women’s empowerment issues.
  • Experience with the UN system is an asset.
  • Knowledge and experience in conducting desk research, data collection, and drafting briefs/report, and result-based management.
  • Fluency (written and spoken) in English and Bahasa Indonesia is required.

Experience:

  • A minimum of 7 years of progressive work experience in the field of monitoring, reporting, and evaluation, including results-based management and implementation of quantitative and qualitative data analysis.
  • Experience conducting and facilitating capacity building on Results-Based Management (RBM)
  • Experience in data collection methods as well as qualitative and quantitative research.
  • Knowledge of communication strategies an asset, particularly utilizing gender data.

Languages:

  • Fluency in Bahasa Indonesia and English is required.
  • Working knowledge of another official UN language is an asset.
