ORGANISATIONAL CONTEXT

Position in South Sudan:

South Sudan present significant logistical challenges due to poor infrastructure, seasonal challenges, demographic constraints and aviation gaps. Roads and basic infrastructure are undeveloped and inadequate for surface travel and the delivery of cargo.  Movement of humanitarian personnel and cargo from the major hubs to areas of operation especially in refugee camps and vulnerable host communities’ locations is challenging, if not impossible without a viable air service.  Aviation in the country is characterized by underdevelopment with little investment in infrastructure and capacity, along with poor safety records of commercial carriers.

Position in DRC:

At the time the MONUSCO has already started its withdrawal from some locations, it is to recall that UNHAS DRC is a complex operation in a huge country where we face restriction of access due to war risk (North Kivu / NFZ), with poor Aviation infrastructures, poor roads, difficult refuelling (JET A1) capacity depending on the season and rail status. Additionally, DRC is currently facing Mpox crisis which will be of a great challenge to face in term of logistics and access to remote field locations. Funding also remains a great concern.

The job holders report to the Chief Air Transport Officer or designate. The incumbent may focus on a single workstream or including tasking to support the relevant air operation.

JOB PURPOSE

Position in South Sudan:

Plan and coordinate the day-to-day aspects of aviation operations to ensure efficient, cost-effective and reliable access to remote and hard-to-reach communities in need of humanitarian assistance.

Position in DRC:

The primary purpose of this role is to provide strategic and operational management support to UNHAS DRC operations, ensuring the efficient functioning of human resources, performance evaluation, visibility, and administrative processes. The role aims to enhance compliance with international aviation standards and contribute to the development/dissemination of aviation policies and procedures. In addition, the role is responsible for overseeing information management and communications to provide comprehensive insight into aviation activities, and to liaise with Partnerships for donor relations. By promoting capacity building initiatives and supporting staff development, the position seeks to improve the overall performance and operational excellence of the UNHAS unit.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Plan and coordinate all activities relating to the safe execution of aviation operations in accordance with WFP and UN AVSTADS (Aviation Standards).

  • Develop and apply appropriate operational risk management process, including corrective actions, to ensure the safety of WFP staff and partners.

  • Negotiate and coordinate logistics and administrative support for aviation services in the area of assignment e.g. continuous fuel supply, food and accommodation services, preparation of contracts and supplier payments.

  • Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimise use of available funds.

  • Plan, organise and supervise the work of more junior staff to ensure that tasks are accomplished in a manner consistent with organisational requirements.

  • Collaborate with internal counterparts and external partners to align aviation activities with wider UN and WFP programmes and activities to ensure a coherent approach to humanitarian air transportation.

  • Review and/or prepare accurate and timely reports to support a WFP-wide view of aviation activities that enables informed decision making and detailed reporting to donor representatives.

  • Deliver training to WFP staff and partners to promote safe use of aviation services.

  • Follow emergency logistics preparedness practices to ensure WFP is able to quickly provide passenger services, relief supplies and emergency medical and security evacuations at the onset of a crisis.

  • Act in an assigned emergency response capacity to meet the required provision of service to the humanitarian community as needed.

QUALIFICATIONS AND EXPERIENCE


Education: Advanced University degree in Aeronautics, Aviation Engineering, Aviation Management, Airport Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses. Holds or has held a Commercial Pilot License, Air Traffic Control License or Flight Operations Officer License (or equivalent), Aeronautical Engineer or Maintenance Engineer License.

Desired experiences for entry into the role:

  • 5 years of proven experience in aviation operations management, preferably within humanitarian or international organizations.
  • Strong background in strategic management, performance evaluation, and administrative processes.
  • Experience in liaising with donors, partnerships, and managing external relations.
  • Familiarity with aviation standards (e.g., ICAO, UN AVSTADS, SARP).
  • Experience in staff development and capacity-building initiatives.

Language:

  • Fluency (level C) in English
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
  • Fluency (level C) in French language is required for the position in DRC.

TERMS AND CONDITIONS

  • This is an International Professional position and candidates must be a national of a country other than the country of assignment.
  • Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year. This position is open to both internal and external candidates.​
