Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.

Main Purpose

The purpose of the consultancy is to provide technical expertise and advice with regards to the development of training materials and documentation related to effective communication with the public during nuclear or radiological emergencies, and to provide expertise that contributes to the preparation of final products and events.

Functions / Key Results Expected

• Development and revision of training materials on communication with the public in nuclear or radiological emergencies, ensuring that final products align with best practices.
• Revision process of the EPR Series publication on "Communication with the Public in a Nuclear or Radiological Emergency."
• Preparation of documentation and materials related to the Technical Meeting on emergency communication.
• Offering insights and recommendations for the development of content for Training of Trainers (ToT) sessions and workshops on emergency communication.
• Creation of content for webinars and other virtual training events focused on emergency communication, contributing to the refinement and quality of final materials.

Qualifications and Experience

  • University degree in Public Information, Crisis Communications, Science Communications, or a related discipline.
  • Minimum of five years of experience in communication, including demonstrated experience in providing support to the development, drafting, and editing of publications, reports, policy briefs, or public communication materials on complex technical topics intended for wide audiences.
  • Demonstrated experience in contributing to the development and delivery of adult teaching, training, and educational programs related to public communication.
  • Experience in emergency communication, misinformation/disinformation, nuclear communication, or public health communication is a significant asset.
  • Fluency in written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
