Terms of Reference
Over the past 5 years, there has been a steady increase in the number of requests for ethical guidance with slight fluctuations. In 2018, the Ethics Office provided ethics advice and guidance to 316 requests. This number increased to 458 in 2019, and reached 551 by the end of 2023.
To address the growing number of requests, the Ethics Office is continuing to streamline its case management processes and establish standard procedures to improve the efficiency and effectiveness of its guidance. It has also reviewed and implemented an upgraded case management system in 2023.
Under the supervision of the Senior Ethics Advisor, the contractor will perform the following functions:
A. Intake and assess cases (for ethics advice):
- Monitor shared mailbox for any new cases for ethics advice.
- Conduct preliminary assessments of cases, including necessary research using open source intelligence and relevant UN/UNHCR rules and policy documents
- Follow up with the enquirers, on email or hold teams discussion as necessary
- Liaise with other entities in headquarters, such as Legal Affairs or in regional or country offices as needed on a case-by-case basis
- Draft final assessments for review by the Snr. Ethics Advisor
B. Intake and assess cases (for protection against retaliation):
- Monitor shared mailbox for any new cases for retaliation.
- Support the Snr. Advisor on assessment of cases, follow up with complainants and preparation of relevant memoranda and case files.
C. Manage and analyze case data (for ethics advice and retaliation):
- Register, classify and manage cases in the CaseIQ system
- Support the implementation of the upgraded Case IQ system.
- Coordinate with CaseIQ Support Service to resolve any functionality issues in the system
- Train other colleagues in the Ethics Office on using the system for case management and analysis
- Prepare regular reports on case statistics, every month & year
- Prepare repository of precedents on different types of ethics advice cases
- Review the standard templates for ethics advice
- Manage case data in the Ethics Office SharePoint site and Shared Mailbox
D. Manage case intake and data for Support Desk for Workplace Concerns(SD):
- Register, classify and manage cases in the Case IQ case management system
- Support the Snr. Advisor in assessment of cases, follow up discussions with enquirers/other entities when cases are assigned to the Ethics Office or the Secretariat
- Draft agenda and take minutes of weekly SD meetings
- Prepare reports on case statistics, on annual and ad-hoc basis.
E. Support training and learning activities:
- Conduct sessions on conflict of interest, outside activities, social media and other relevant topics.
- Assist development of materials for Code of Conduct Dialogues (CoCD), and for Peer Advisors Network (PAN)
- Deliver/co-facilitate sessions for operations and Peer Advisors, in person or online.
F. Other duties:
- Review and provide comments to the Director on UNHCR Private sector partnership proposals from an ethics perspective
- Assist Snr. Advisor in review and input for policy documents, intranet site, communication materials, corporate risks, data mapping project, etc.
- Take minutes of weekly team meetings.
Academic requirements: University degree in a relevant field (ethics, law, political science, social science, international development, international relations, or related fields);
Work Experience:
Two years of work experience, including in International Organizations.
Experience in analyzing legal texts and or Conflict of Interest cases is an asset.
Experience working with Case Case Management Systems is an asset.
Drafting policy documents is considered a strong asset.
Key Competencies:
Familiarity with UNHCR and/or UN agencies UNHCR, and more specifically with the work at the Ethics Office, but also Staff Welfare, IGO, Office of the Ombudsman and Legal Affairs Service – LAS, would be an asset;
Delivery of training programmes would be an asset.
