Based in the CO, the Programme Associate will work under the overall supervision of the Head of Identity Management and Digital Solutions and under the direct supervision of the Programme Policy Officer (SCOPE Operations Support). The incumbent will be supporting the team in setting up of interventions and management of transfers, reconciliations, and distribution reports.

ORGANIZATIONAL CONTEXT

This position is based in Kabul, Afghanistan and reports to Programme Policy Officer (SCOPE Operations Support).      

THE ROLE: The incumbent will be supporting the team in setting up of interventions and management of transfers, reconciliations, and distribution reports.

Key Accountabilities:

1.    Overall responsibility of digitalization of transfers delivery to beneficiaries using digital solutions (SCOPE in particular) for cash-based transfers, commodity voucher and in-kind assistance interventions
2.    Support field offices in selection of proper delivery mechanisms as required based on the type of modality and transfer mechanism
3.    Support setting up of assistance interventions for cash-based transfers, commodity vouchers and in-kind assistance in SCOPE in close consultation with field offices 
4.    Supporting field offices in enrolments, approvals and setting of entitlements in SCOPE 
5.    Supporting the field offices in SCOEPCARD, SCOPECARD light, Bank account, mobile money, and other type of interventions to ensure consistency with standard operating procedures
6.    Supporting field offices in management and troubleshooting of payment instrument tracking
7.    Supporting field offices on SCOPE based distribution and redemptions. Troubleshooting any issues and errors that may arise during distribution 
8.    Coordination with SCOPE Service Desk and Regional Bureau for resolution of problems and errors in SCOPE 
9.    Digitalize reconciliations for direct cash interventions with various financial service providers in SCOPE
10.    Support field offices in reconciliations and settlements of retailers and investigate any issues or discrepancies in the invoices 
11.    Regularly deliver capacity building sessions around SCOPE transfers management, distributions, and payment instruments to field offices, cooperating partners and financial service providers
12.    Regularly conduct field visits to support field offices in interventions setup and distributions
13.    Lead and manage SCOPE equipment management with CO ICT. Assess needs for SCOPE equipment well in advance and coordinate wit ICT and procurement for purchase of the equipment 
14.    Keep an updated inventory of SCOPE equipment together with ICT and follow-up on equipment needs with Field Offices


QUALIFICATIONS AND EXPERIENCE:

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Bachelor degree in the fields of business management, computer science or other relevant field is desirable.

Experience: Six or more years of progressively responsible work experience in management of digital solutions, humanitarian response, identity management, information management, or any other relevant field.
 

Knowledge and Skills:

• Experience in digital solutions for assistance delivery is an advantage.
• Demonstrated experience management of databases and MIS, and user support.
• Familiarity and user experience of information systems and strong data skills

Language: Fluency in English, Pashto and Dari.
