Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the foremost global authority on environmental matters, responsible for establishing the international environmental agenda and ensuring the unified execution of sustainable development's environmental aspects within the UN framework. Its mission is to oversee the formulation of environmental policy consensus by continuously monitoring the global environment and alerting governments and the international community to emerging issues requiring action. UNEP has been an active advocate for blended finance globally. In Indonesia, UNEP’s commitment for blended finance works is implementing through the Tropical Landscape Grant Fund or known as TLGF, in partnership with the Global Affairs Canada and is fully aligned within the Climate Finance Unit under Adaptation and Resilience Branch of the Climate Change Division and contribute to the Government of Indonesia’s Medium-Term Plan Strategy. Investments in sustainable land use are critical in Indonesia, including financing of businesses that contribute to climate mitigation, rural livelihoods and women empowerment. However, developing such businesses is complex, resource-intensive, and requires a wide range of skills and capacities. As a result, too few new sustainable businesses are being created and this limits the contribution of the Indonesian private sector to meeting the country’s sustainable development goal and objectives. The Tropical Landscapes Grant Fund (TLGF) which was launched in May 2021 and runs until March 2026 under the guidance of Steering Committee for overall guidelines and the Grant Review Committee for grant selection process. It manages conventional grants to potential green businesses, mostly at early-stage sustainable business ventures, to help them become bankable and facilitate the mobilization of investment capital by demonstrating the business case for investments at the nexus of gender and climate change and building a market for gender responsive climate projects. UNEP is looking for an evaluation specialist to perform the mid-term review of the TLGF project, under supervision of the Head of the Climate Finance Unit. The consultant will be reporting to the Head of Climate Finance Unit to whom will coordinate peer review of the outputs from Adaptation and Resilience Branch of Climate Change Division. According to the UNEP Evaluation Policy and the UNEP Programme Manual, the Mid-Term Review (MTR) is conducted approximately halfway through the project’s implementation. Its purpose is to assess whether the project is on track, identify any problems or challenges, and recommend necessary corrective actions. The MTR will evaluate the project's performance to date in terms of relevance, effectiveness, and efficiency, and it will gauge the likelihood of the project achieving its intended outcomes and ensuring their sustainability.
Qualifications/special skills
A University degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable. A minimum of 5 years of technical/evaluation experiences in Indonesia and/or regional programs/projects required, with broad understanding of sustainable climate finance and land-use issues is desired.
Languages
For this consulting position, fluency in oral and written English and Bahasa is required.
