Organizational Setting

FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.
The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.

Specifically, FAO Country Offices\:
• advocate, inform and support policies and investments in the areas of FAO’s mandate;
• provide technical assistance and deliver core services;
• assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;
• position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; and
• ensure risk-smart and accountable operations and management.

The FAO Representation in Bangladesh is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO's priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Bangladesh and, in collaboration with Regional Office Asia and Pacific and the departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to the country priorities. The Representation also supports the regional office in the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. The office also develops and maintains relations with Government of Bangladesh, UN agencies, the resource partners and other development institution at the country level.

Bangladesh is highly exposed to multiple hazards, especially floods, cyclones, landslides, droughts, etc., which slow the pace of economic growth. During these hazards, the agriculture, livestock, and fisheries sectors are severely affected, which also pose a threat to food insecurity and malnutrition. The FAO, as a specialized agency of the UN, is committed to improving food security and nutrition in the face of calamities through its Emergency and Resilience Unit.

The Emergency and Resilience Unit (ERU) of the FAO Representation in Bangladesh operates under the Office of Emergency and Resilience at FAO Headquarters in Rome, as well as the Regional Office for Asia and the Pacific. The ERU collaborates closely with various government entities, including the Ministry of Disaster Management and Relief (MoDMR), the Ministry of Agriculture (MoA), the Ministry of Fisheries and Livestock (MoFL), the Department of Disaster Management (DDM), the Department of Agricultural Extension (DAE), the Department of Livestock Services (DLS), and the Department of Fisheries (DoF), among others. The ERU is actively engaged in a range of projects focused on anticipatory action and emergency response, with a strong commitment to enhancing food security and nutrition across the country.


Proposed Duty Station Applicants from any district in Bangladesh are eligible to apply for this position and must be prepared to deploy to any district, particularly Upazila-level areas in disaster-prone regions, upon notification from FAO.

The following districts are geographically prone to cyclones, riverine floods, monsoon floods, droughts, riverbank erosion, etc. However, the applicant should be able to be deployed to any other districts whenever required.

Reporting Lines

The Field Facilitator is a SC1 level position and under the overall supervision of the FAO Representative in Bangladesh, Deputy FAO Representative and direct supervision of the Head of Programme/Emergency and Resilience Unit, and in close consultation with FAO ERU team.


Technical focus

The responsibilities of the incumbent include conducting household surveys, maintaining accurate beneficiary records, disseminating project information, support timely and transparent distribution of inputs, keeping track of inputs, reporting updates and irregularities, and ensuring compliance with ethical standards and accountability mechanisms.

Below are the responsibilities that will be covered by the Field Facilitators\:


Tasks and responsibilities

• Conduct household surveys to collect essential data to prepare beneficiaries list. Verify and maintain accurate beneficiary records.
• Regularly communicate with the relevant government line departments (DDM, DAE, DLS, DoF), Upazila authorities, Union Parishad representatives, and community members for smooth implementation of the project.
• Organize meetings to inform beneficiaries about their entitlements, distribution dates, and locations.
• Liaise with the Service Provider (SP) to ensure inputs are safely stored at the warehouse, timely beneficiary card distribution is completed, distribution runs smoothly.
• Organize and manage distribution events, following standard guidelines and protocols. Ensure the fair and transparent distribution of inputs to beneficiaries.
• Maintain accurate muster rolls, documenting beneficiary attendance during distribution events. Prepare regular distribution reports and field activities
• Report any irregularities or discrepancies promptly.
• Ensure Accountability to Affected Population (AAP), Protection from Sexual Exploitation and Abuse (PSEA) and Feedback and Complaint Response Mechanism (FCRM) are implemented.
• Collect post-distribution monitoring data to assess the impact of the project.
• Maintain proper documentation of all field-related activities.
• Provide support and guidance to beneficiaries in the proper use of distributed inputs.
• Foster positive relationships within the beneficiary communities.
• Address any concerns or queries from community members regarding the project.
• Ensure compliance with FAO and project guidelines, as well as ethical standards in all activities.
• Report any ethical concerns or violations promptly.
• Any other task assigned by the supervisor when necessary

Minimum Requirements

• Bachelor’s in any subject, preferably in agriculture, livestock, fisheries, geography, disaster management, environmental science or social science related subject or diploma in agriculture
• A minimum of one year of relevant experience in related positions, preferably in emergency response, recovery, rehabilitation, DRR and resilience.
• Working knowledge (level C) of English and Bangla.

Technical/Functional Skills

• Should be able to read and write in English and fluent in Bangla.

• Experience in cash-based programming will be an added value.
• Ability to work effectively under pressure.

• Excellent interpersonal skills to collaborate and influence across different levels and diverse teams in and out of the Organization.
