UNDP is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, TB and Malaria (Global Fund), and a co-sponsor of several other international health partnerships. UNDP’s work on HIV, health and development, as described in the HIV, Health and Development Strategy 2022- 2025: Connecting the Dots, leverages UNDP’s core strengths and mandates in human development, governance and capacity development to complement the efforts of specialist health-focused UN agencies.
UNDP delivers three types of support to countries in HIV, health and development. First, UNDP helps countries to mainstream attention to HIV and health into action on gender, poverty and the broader effort to achieve and sustain the Sustainable Development Goals. Second, UNDP works with partners to address the interactions between governance, human rights and health responses. Third, as a trusted, long-term partner with extensive operational experience, UNDP supports countries in effective implementation of complex, multilateral and multi sectoral health projects, while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time, completed in partnership with the Global Fund.
When requested, UNDP acts as interim Principal Recipient (PR) in these settings, working with national partners and The Global Fund to improve management, implementation and oversight, while simultaneously strengthening health institutions and systems for national entities to assume the PR role over time. Within the HHD Group, BPPS, GPN the Global Fund – Health Implementation Support Team (GF/HIST) is a dedicated team providing support to UNDP Country Offices throughout the grant lifecycle. The UNDP/Global Fund partnership is an important part of this work, facilitating access to resources for action on SDG 3 by countries that face constraints in directly receiving and managing such funding. UNDP partners with countries in crisis/post-crisis situations, those with weak institutional capacity or governance challenges, and countries under sanctions. UNDP acts as Principal Recipient working with national partners and the Global Fund to improve management, implementation and oversight of Global Fund grants, while simultaneously developing national capacity to be able to assume the Principal Recipient role over time. In Egypt, UNDP is serving as the PR for an HIV/TB grant which supports prevention and care efforts, as well as efforts to promote and protect human rights and gender equality, for key populations in the HIV and tuberculosis (TB) program. The grant also includes funds to respond and recover from the COVD-19 pandemic with a focus on systems strengthening. UNDP’s mandate to strengthen capacity of the national stakeholders goes hand in hand with grant implementation.
Work closely with relevant departments within Ministry of Health and Population, and the HIV/AIDS and TB National Programs to support the Ministry to realize the Global Fund co-financing commitments and track health financing particularly for the HIV and TB diseases.
- Support the financial management and strengthen the financial management capacities of the two national programs (HIV/AIDS and TB).
- Implement other financial/procurement tasks.
Work closely with relevant departments within Ministry of Health and Population, the HIV/AIDS and TB National Programs to support the Ministry to realize the co-financing commitments and track health financing particularly for the HIV and TB diseases:
- Liaise with the Global Fund, UNDP, Ministry of Health and Population including the TB and HIV/AIDS national programmes to agree on specific key areas/indicators that would suffice as documented evidence of realizing co-financing commitments.
- Review the different financial books, records, vouchers and invoices to document MoHP spending in the areas of HIV, TB and strengthening health system to support MoHP to realize its co-financing commitments.
- Ensure all supporting documents for co-financing are in clearly labeled, complete and organized
- Communicate with UNDP, GF and Ministry of Health on any matters related to the co-financing commitments. Propose solutions to address any identified challenges.
Guide and support the financial management and strengthen the financial management capacities of the two national programs (HIV/AIDS and TB):
- Shadow the Programme Management Unit (PMU) at UNDP Country Office to gain hands-on experiences in the management of the Global Fund financed grants particularly in the areas of financial management and procurement.
- Review the financial management and procurement systems within the HIV/AIDS and TB national programs, identify key challenges, opportunities for improvement and enhancing the financial control and management within the two national programs.
- Ensure the financial management systems within the two national programs are compliant with the Global Fund requirements and conditions.
- Ensure strong financial reporting and data analysis.
Ensure Implementation of other financial/procurement tasks:
- Guide and support the Programme Management Analyst (GF) in preparing financial /procurement reports requested by the two National Programmes (AIDS and TB) .
- Guide and support the two national programmes in the quantification exercises related to all health commodities and equipment procured by the Global Fund grant.
- Manage the project’s financial filling for expenditures, payment requests and supporting documents related to the National AIDS Program and National TB Program.
Ensure facilitation of knowledge building and knowledge sharing
- Contribute input to the identification of training needs of UNDP staff for the purpose of capacity development in finance compliance.
- Synthesize lessons learned and best practices in finance.
- Provide sound contributions to knowledge networks and communities of practice
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Finance Analyst will work under the overall guidance and supervision of Assistant Resident Representative, the Social Inclusion and Local Development Team Leader and in close coordination with the Programme Management Unit (PMU) under the direct supervision of the Programme Management Analyst.
The Finance Analyst will be based at UNDP Egypt Country Office, but will spend a substantial amount of time on-site at the Ministry of Health and Population’s offices.
