The Livelihoods and Skills Development Sector aims to operationalize the ‘Government of Bangladesh-United Nations Framework on Skills Development for Rohingya refugees/FDMNs and Host Communities’, endorsed by the Government in August 2022. The Sector will build the skills and capacities of Rohingya refugees/FDMNs commensurate with livelihood opportunities available in Rakhine State, to support voluntary and sustainable repatriation in Myanmar when conditions are conducive. Rohingya refugees/FDMNs will be supported with access to transferable vocational skills training in line with the Myanmar Curriculum. Low level of literacy of the population age 18+ affects enrolment into the vocational training. The existing literacy programs are not suitable for those above the age of 18 (targeted age group of LSDS beneficiaries is 18+) and who are interested to join vocational skills program. In 2024, the integrated package will be introduced to adult learning for accelerated adult learning. The package is comprised of basic literacy, functional literacy for English, Burmese, and numeracy with an introduction of concerned vocational and livelihood skills and vocabulary. Soft and life skills will be also integrated in the programs. This integrated approach is aimed to enable larger number of beneficiaries to access vocational skills training.
To respond to the needs of refugees comprehensively and build internal community capacity to respond to such needs, refugees will be supported to access to livelihood opportunities by enabling them to apply acquired skills and capacities through volunteer engagement either within the Sector or by fostering partnerships and collaborations with relevant sectors and implementing partners. ,Referral pathways of trained refugee beneficiaries will be also established to sectors that have a demand for volunteers with specific vocations.
This will mitigate challenges in the camps and scale up opportunities for Rohingya refugees to break the cycle of perpetual dependency on humanitarian aid by investing in activities that render them more self-reliant and resilient and allows them to meet their needs.
Skills and livelihoods activities will ensure GBV risk mitigation and gender mainstreaming into all programming while also ensuring the meaningful inclusion of youth and persons with disabilities. Activities will also promote disaster risk reduction and management incorporated into vocational skills curricula and training.
