UNDP’s strategic focus in Lebanon in the years ahead will be on three key areas:
- Supporting the design and implementation of a comprehensive reform agenda, as the first and essential step in the country's process toward reversing the vicious spiral of crises.
- Simultaneously supporting the stabilization of core Government services and providing direct livelihood support through the crisis response programmes.
- Work on linking the crisis response with longer-term inclusive governance and green development programming in line with what is feasible given the political context.
To be effective in the highly volatile context, UNDP’s country strategy stresses the central role of the short-to-medium-term crisis response while simultaneously focusing on Lebanon's longer-term governance and green development needs. It also recognizes the pressure on and need to support the provision of Government-led security services. Considering the uncertain national and subnational outlook, it emphasizes the need for an adaptive and experimental programme management approach.
To ensure that the UNDP in Lebanon is correctly positioned to deliver on its strategy and to be able to adapt swiftly to the volatile context, the Performance Management Unit (PMU) was established. Led by the Assistant Resident Representative (ARR), it reports to the Deputy Resident Representative with regards to all CO Performance aspects and to the Resident Representative on strategic and partnership questions. It combines RBM / M&E, programme finance and partnership capacities.
Under the overall guidance and supervision of the ARR, the Monitoring and Evaluation Specialist ensures that
the CO be compliant with corporate reporting requirements, successfully implements innovative RBM practices
and enhances monitoring and evaluation practices in the CO.
Ensure effective implementation of UNDP and UN Reporting Requirements:
- Improve CO data management and results reporting.
- Responsible for the Quality-assure programme and project results frameworks.
- Lead on the corporate reporting at the CO level, with a focus on consolidating the ROAR, IWP, as well as other relevant corporate planning and reporting tools (IATI, CO Master Brief, quarterly portfolio reviews and CPD reporting.)
- Guide the project managers in UNINFO reporting (United Nations Sustainable Development Coorporation (UNSDCF)), reviewing indicators they report towards in the UNSDCF and regularly attend MEL WG meetings and work on related tasks for UNSDCF.
- Provide guidance and support on reporting requirements, processes and templates to programme and project team
- Guide and support the streamlining of reporting tools and approaches across the Country Office.
- Oversee the timely completion of all PQAs and SESP procedures.
- Enter, maintain, and update all information entered on the PMU platform (Sharepoint).
- Ensure that M&E processes and practices adhere to UNDP standards and international best practices.
- Conduct regular quality checks and audits to maintain the integrity and credibility of M&E systems.
- Guide on the alignment of project activities with UNDP’s strategic goals and object
Lead the design and implementation of the monitoring and evaluation (M&E) strategy.
- Ensure continuous implementation of M&E system at project, programme and overall CO level. Support at project and programme level includes quality assurance and oversight. Support at CO level ensures attribution and results monitoring at outcome level.
- Provision of technical advice at design stage of programmes/projects setting up an M&E framework with defined indicators to facilitate adequate monitoring and evaluation at later stages.
- Enter, maintain, and update all information related to evaluations on the ERC
- Design indicators and data collection methods to assess project performance and impact.
- Support the M&E of the UN Strategic Framework, through UNDP engagement in this process.
Ensue collection and analysis of data related to CO projects
• Oversee the collection, analysis, and interpretation of data related to project outcomes.
• Ensure the accuracy and reliability of data and provide actionable insights for decision-making.
Lead the CO efforts in capacity building with regards to M&E
• Provide training and support to project staff and partners on M&E methodologies and tools.
• Support the streamlining of monitoring tools and approaches across the Country Office.
• Promote the use of M&E findings to inform programmatic decisions and improve project design and implementation.
• Identify and formulate lessons learned and recommendations to be integrated into broader CO knowledge management efforts, especially related to monitoring, evaluation and results.
Guide and support with the implementation of CO evaluations
• Support the planning and implementation of thematic, country programme/project evaluations and other types of evaluations conducted in the Country Office, in close coordination with the programme team.
- Ensures the timely responses to the evaluation recommendations.
• Quality-assures all evaluation products and safeguards the independence of the evaluation process.
Engage stakeholders in the M&E process
• Facilitate participatory M&E processes to enhance transparency and accountability.
Use Innovation and to stay updated with M&E tools and improve the processes in place
• Stay updated with emerging M&E trends, tools, and technologies to enhance the effectiveness of monitoring practices.
• Propose and implement innovative solutions to improve M&E systems and processes.
The incumbent performs other duties within their functional profile as deemed necessary forth efficient functioning of the Office and the Organized

Min. Education requirements |
|
Min. years of relevant work experience | Minimum 5 years (with a Master’s degree) or 7 years (with a Bachelor’s degree) of progressive relevant experience in monitoring and evaluation and / or project management. |
Required skills |
• Experience and strong knowledge of monitoring and evaluation tools is required, in particular results-based management. •Experience and substantive knowledge of development, and development programming in crisis. •Experience in usage of computers and office software packages, experience in handling web-based management systems |

Required Language(s) | Fluency in English is required. Working knowledge of another UN language is desired. |
