Mission and objectives
Concerned with the security, humanitarian, human rights and political crisis in the Central African Republic and its regional implications, the Security Council authorized in April 2014 the deployment of a multidimensional United Nations peacekeeping operation, MINUSCA, with the protection of civilians as its utmost priority. Its other initial tasks included support for the transition process; facilitating humanitarian assistance; promotion and protection of human rights; support for justice and the rule of law; and disarmament, demobilization, reintegration and repatriation processes. The newly established mission subsumed the UN Integrated Peace building Office in the Central African Republic (BINUCA). MINUSCA current uniformed personnel levels stand at 11,650 military personnel and 2,080 police personnel, and are tasked with the strategic objective of creating the political, security and institutional conditions conducive to sustainably reducing the presence of — and threat posed by — armed groups. Its other initial tasks included support for the transition process; facilitating humanitarian assistance; promotion and protection of human rights; support for justice and the rule of law; and disarmament, demobilization, reintegration and repatriation processes. The newly established mission subsumed the UN Integrated Peace building Office in the Central African Republic (BINUCA) on the date of the establishment and has been set to take over authority in military and police matters from the African Union-led peacekeeping operation – MISCA – on 15 September 2014.

Task description
The successful candidate will drive the strategic integration of technology to enhance risk management and compliance processes, ensuring alignment with MINUSCA's mission objectives. The UN Volunteer Associate Risk Management and Compliance Officer will report directly to the Risk Management and Compliance Officer in the Chief of Staff pillar and will be responsible for the following duties:
1. Implement digital solutions for real-time monitoring of compliance activities, monitoring, and reporting key metrics and Key Performance Indicators (KPIs) to internal stakeholders while facilitating internal and external audits.
2. Develop and execute a comprehensive digital strategy tailored to the specific needs of the Risk Management and Compliance unit. This strategy should leverage emerging technologies to optimize risk assessment, compliance monitoring, and mitigation efforts, using digital tools and solutions that streamline risk management and compliance processes, including automation software, data analytics platforms, and other innovative technologies.
3. Assist in conducting risk assessments, maintaining the risk register, supporting the development, and follow-up of risk treatment plans, transition to Umoja, and integrating compliance analysis, risk assessment findings, and project management activities into comprehensive reports and presentations for stakeholders.
4. Collaborate with cross-functional teams to redesign existing risk management and compliance processes for improved efficiency and effectiveness. Identify areas for optimization and implement digital solutions to address them.
5. Utilize advanced data analytics and predictive modeling techniques to conduct thorough risk assessments and identify potential compliance issues promptly. Develop strategies and frameworks to mitigate risks effectively and ensure compliance with regulatory standards.
6. Provide training and support to staff members within the Office of Risk Management and Compliance on the use of digital tools and technologies.
7. Assist the Risk Management and Compliance Officer in engagement with key stakeholders across MINUSCA, including senior leadership, department heads, and external partners, to communicate progress, challenges, and opportunities effectively to ensure alignment and collaboration on audit-related issues.
8. Manage office logistics such as mail, supplies, and petty cash; maintain filing systems, both electronic and hard copy; schedule appointments and travel arrangements; handle incoming and outgoing correspondence; organize meetings and events; assist with documentation and record-keeping; provide general clerical support; and facilitate communication among team members and stakeholders
