Purpose of Activity/Assignment
Under the leadership of the Government of the Czech Republic, UNICEF partners with the national institutions and civil society organizations (CSOs) to provide comprehensive support to refugee children, youth and families fleeing the war in Ukraine. Through its work, UNICEF also aims to contribute to strengthening national systems to be more inclusive and resilient to potential future crises.
Together we work to support the inclusion of refugees in Czech society and foster social cohesion to benefit both refugees and host communities through strengthening national systems to effectively respond to the crisis by partnering with ministries and national authorities including the Ministry of Education, Youth and Sports, the Ministry of Labour and Social Affairs, the Ministry of Health and the Ministry of the Interior. These partnerships also focus on strengthening coordination at regional and national levels to ensure effective service provision for the most vulnerable refugees. The reach and services for refugee children and families are expanded through partnerships with CSOs. UNICEF also supports the expansion of outreach and provision of basic services to the most vulnerable children and their families, including unaccompanied and separated children, children with disabilities and from the Roma community.
The objective of this consultancy is to support communication strategy development and implementation for multi-stakeholder CESTY programme that aims to provide skills building and transition to employment for Ukrainian youth in the Czech Republic. The consultancy will focus on content plan development, content creation and dissemination. The content will include videos, photographs and other visual content as well as written posts that align with UNICEF's mission and objectives of the Refugee Response programme in the Czech Republic. The digital content will increase the visibility of donors. The consultant will support the digital outreach towards youth as part of the programme CESTY, this will include a provision of training to youth consultants of the office. In addition, the consultancy will contribute to communicating of results of the UNICEF Refugee Response Office in the Czech Republic.
Scope of Work
The consultant will be responsible for the following tasks:
Planning
- Design a content calendar for 3 months in line with the UNICEF Refugee Response communication priorities, events and ongoing programmes, with a special focus on CESTY.
- Explore and recommend suitable digital platforms that can effectively reach key audiences.
Digital Content Creation and Dissemination
- Create engaging, informative, and visually appealing digital content, including graphics, infographics, short videos and written posts supporting communication of the objectives and results of the UNICEF Refugee Response Office in the Czech Republic, with a special focus on CESTY programme.
- The consultant will develop the whole product – i.e. script, content creation (such as filming), editing and post-production, dissemination
- Develop content tailored to various platforms, ensuring consistency with UNICEF’s brand
Digital Content Skills Building Training for CESTY Programme Communication
- Support digital outreach and communication of the CESTY programme focusing on supporting Ukrainian refugee youth.
- Provide training and supervision to the youth consultants of the UNICEF Refugee Response Office and to the team of the CESTY programme which is focusing on supporting Ukrainian refugee youth in the Czech Republic through effective digital outreach
- Provide recommendations for online community management practices to foster engagement and interaction on the selected platforms.
Review and recommendations
- Monitor and analyze the digital content dissemination, including feedback, and provide recommendations for future content creation and dissemination
- Prepare a brief report with insights from the 3-month implementation and recommendations for further digital content dissemination.
The consultancy is anticipated to span approximately 19 days, starting from 1 November and continuing over a 3-month period with additional tasks done, as needed. The consultant will work remotely but will attend events and meetings as necessary.

Estimated Duration of the Contract
19 working days between November 2024 and January 2025.
Consultant's Work Place and Official Travel
The Consultant will be home-based in Prague.
As part of this assignment, some local travels are foreseen. The consultant will arrange her/his travel as and when they take place, and related costs will be reimbursed per UNICEF travel policy.
Travel Clause
- All UNICEF rules and regulations related to travel of Consultants apply.
- All travels shall be undertaken only upon the prior written approval by UNICEF.
- The consultant must be fit to travel, be in a possession of the valid UN BSAFE certificate, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card.
Estimated Cost of the Consultancy & Payment Schedule
Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
Please submit a professional fee (in USD) based on 19 working days to undertake this assignment, without travel fees as these will be reimbursed as and when they take place.

Required:
- Master’s degree in Social Science, Communications, and related fields.
- At least 5 years of experience in digital communications management
- Experience in production of creative digital content including videos, photos, infographics and other visual content
- Proven experience with dissemination of digital content with high reach on social media in the Czech Republic
- Expertise with all stages of digital content creation (script, design, production, post-production, dissemination)
- Proven experience in digital communications strategy development
- Strong understanding of the social media landscape in the Czech Republic
- Excellent communication skills, with the ability to create engaging and effective content
- Proficiency in social media analytics and monitoring tools.
- Fluency in Czech and English

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
