Office/Unit/Project Description 

The Department of Safety and Security (UNDSS) is tasked with providing leadership, operational support, and oversight for the United Nations Security Management System (UNSMS) on a global scale. As a leader in security risk management principles, UNDSS facilitates the safe and effective execution of United Nations programs and activities, even in the most complex and challenging environments, while optimizing valuable resources. The Department operates with a clear mission: to support United Nations system programs through dependable leadership and security solutions. This position is based in Haiti.

  Scope of Work

The Integrated Security Work Force in Haiti Security Operation Center (SOC) is housed in the United Nations Department of Safety & Security (UNDSS) building and provides 24/7 communication coverage and support to all UNSMS personnel in Haiti, the incumbent will be responsible for the following duties:

  • Ensure all network users are complying with standard radio procedures; call signs and radio discipline is strictly maintained.
  • Advise the supervisor immediately on faults in the telecommunications network and undertake all necessary action to provide a prompt reestablishment of service.
  • Track movement of all missions (staff and vehicles) in the field through well-defined procedures and processing all external and internal security clearances timely.
  • Monitors security conditions; Performs security broadcasts at the request of security authorities.
  • Maintain permanent radio contact with all stations and vehicles in the UN radio network and provide efficient communications and information flow for all involved in the UN Short Messaging Services (SMS).
  • Ability to communicate with all other networks of the UNSMS Organizations in the country enabling fast coordination via radio communications for operational and security purposes.
  • Keep a log for all communications and dispatch messages without delay to the receiving office.
  • Keep all messages sent/received by all communications systems in place strictly confidential.
  • Manage and monitor all emergency communications equipment (HF/VHF/Satellite communications devices/any other equipment) during security incidents for incoming security calls as the need arises.
  • Transmit and receive security related information to support the Crisis Coordination Center and participate in emergency responses such as staff emergency/medical evacuation.
  • Maintain records and report any technical problems immediately to the Supervisor for prompt resolution.
  • Answer and dispatch incoming calls during office and non-working hours.
  • Act quickly in the event of an emergency and contact relevant authorities to contain and help solve critical incidents.
  • Maintain inventory and be responsible for all radio room equipment.
  • Perform other related duties as required.

Institutional Arrangement

The Unit SOC falls under the overall command of the Chief of Security Officer/Officer in Charge of SOC and is directly supervised by an international security officer.

Min. Academic Education:          

Secondary Education is required. 

University degree (bachelor’s or master’s equivalent) in Political Science, Communication, Military Studies, Security Management, Management or a relevant field will be given due consideration, but it is not a requirement.

Supplemental training in radio communications is desirable.

Min. years of relevant Work experience :

Minimum of 5 years (with high school diploma) or 2 years (with bachelor’s degree) of relevant progressively responsible experience in radio communications, telex, facsimile, radio operations in security or related field of work is required. 

Required  skills and competencies:

Experience in the use of computers, office software packages (MS Word, Excel, etc), database packages, and web-based management systems such as ERP.

Valid driver’s license is required

Desired additional skills and competencies:

Experience working in a conflict/post conflict environment as a Radio Operator in an international setting is desirable.

Experience in the use of radio communications systems and knowledge of Country security codes is desirable.

Prior experience with the UN system or an international NGO is desirable. 

Familiarity with the operations of telecommunications systems and services such as radio, computer and satellite phone are desirable.

Required Language(s) (at working level)

English and French are the working languages of the United Nations Management System in Haiti. 

For the post advertised, fluency in oral and written English French and Creole (as national language) is required.
