Background of the project:
IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon, and Jordan in the fields of health, child protection, early childhood development, education, women’s protection, and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding, and coordination.
As part of IRC Syria CP's capacity-sharing strategy and localization commitment, Syria CP supports its partners from local organizations across two hubs to develop their organizational systems, policies, and procedures
Scope of work
This consultancy aims to enhance IRC’s partners’ capacity in finance and accounting. The consultancy might include delivering workshops and mentorship/coaching sessions. The participating organizations should develop the necessary skills and knowledge to analyze financial data, deliver high-quality reports, and manage accounting systems such as QuickBooks. Besides that, the consultant might work with the organizations to develop their internal financial policies and procedures including internal control.
Deliverables:
·The consultant might deliver finance training to IRC partners and the training subjects might include the following:
-Establishing a structured framework for categorizing expenditures and revenue streams.
-Generating comprehensive financial statements to delineate expenditure patterns and budgetary allocations.
-Effectively managing budgetary allocations sourced from multiple donors.
-Ensuring meticulous reconciliation of financial transactions to maintain accuracy.
-Facilitating seamless data transfer into and out of the system for efficient financial management.
-Implementing robust data backup and recovery protocols to uphold data integrity.
-Proficiently administering accounts payable and receivable processes.
-Strategically overseeing the organization and management of cost centers.
-Managing multi-currency transactions/ budgets and optimizing cash flow management strategies.
-Producing specialized financial reports tailored to organizational needs.
-Online and offline QuickBooks software versions” Advantages & limitations”
-Facilitating timely and accurate project and month-end closure processes.
·The consultant will use a combination of interactive presentations, case studies, practical examples, and group exercises. The Participants will have an opportunity to discuss ideas, apply skills, and engage in practical learning
·The training Language is Arabic or English.
·The consultant might deliver structured mentoring sessions to IRCto review and develop their internal financial policies based on the regulations of international European and American donors. In addition, the consultant might enhance local NGOs' systems and procedures according to best practices.
Reporting
·Training: The consultant will deliver a full training report describing the training agenda , applied training methodology, challenges, and lessons learned along with pre and pos technical evaluation and training satisfaction survey
·Mentoring sessions: the consultant will deliver a full report for each local organization describing the applied mentorship methodology, the number of provided sessions, organization’s statue, areas for improvement, and a list of developed systems, policies and procedures.
Payment Rate and Schedule:
·All candidates should submit the following to be considered for this opportunity:
-Resume.
-Detailed technical proposal describing the methodology and the topics which will be covered.
-Financial proposal describing the cost per working day ( 8 hours ) for in-person and online options.
-Name and contact details of three professional references related to a similar experience.
Timeline and Payment
·The consultant will be responsible for all service expenses such as accommodation, transportation, meals... etc.
·IRC will handle all logistical expenses including venue, coffee breaks, lunch, and stationery.
·The service should be delivered within 45 days starting from the day of signing the contract and payment will be made upon completing the requested deliverables.
Minimum Qualifications:
Requirements:
·Bachelor's and preferably master’s degree in finance and accounting.
·More than five years of extensive experience in QuickBooks different levels ( free, basic, and plus).
·Strong knowledge of accounting for non-governmental organizations.
·Strong knowledge of business and accounting terms.
·Strong presentation, facilitation, and training skills.
·More than three years of experience in training and coaching.
·Fluency in English is required, Arabic is an advantage.
