Overview
The Chief of Party (COP) will provide strategic leadership and technical direction for USAID's Health Workforce Improvement Project (HWIP) in Ethiopia. The goal of HWIP is to ensure Ethiopia’s health workforce is better skilled and better managed to provide quality healthcare for all citizens of Ethiopia and contribute to the vision of healthier, productive, and prosperous Ethiopians. The COP will lead and manage the project, make key decisions, and ensure quality and compliance. They will be the primary liaison with USAID and coordinate with Ministry of Health (MOH); Ministry of Education (MOE); key government stakeholders and other partners.
Responsibilities
Strategic Leadership:
- Develop and implement the project's strategic plan.
- Ensure alignment with USAID and Government of Ethiopia priorities.
- Build strong relationships with key stakeholders.
- Represent the project at high-level meetings and conferences.
Technical Oversight:
- Oversee technical implementation of HRH activities.
- Ensure adherence to best practices and evidence-based approaches.
- Mentor and develop project staff.
- Collaborate with partners to strengthen the HRH workforce.
Financial Management:
- Manage the project budget and ensure financial accountability.
- Monitor expenditures and authorize payments.
- Ensure financial reports are submitted to USAID timely.
Monitoring and Evaluation:
- Oversee the project's M&E system.
- Track progress towards project goals and objectives.
- Use data to inform decision-making and program improvement.
Partner Management:
- Lead vision of “one team” approach
- Develop and maintain routine communication with project team, including sub-awardees/subcontractors
- Employ LLD approach, strengthening capacity of local entities
Human Resources:
- Recruit, hire, and manage project staff.
- Provide leadership and guidance to the project team.
- Foster a positive and productive work environment.
Required Qualifications
- Advanced degree in public health, international development, or a related field.
- At least 15 years of experience in international health, with a focus on HRH.
- Proven leadership and management skills.
- Strong understanding of USAID regulations and policies.
- A strong understanding of the Ethiopian health system is required.
- Excellent communication and interpersonal skills.
- Strong program management skills are essential.
- Fluency in English and Amharic is required. Proficiency in other Ethiopian languages is a plus.
