Overview of position1. Background Information
The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.
Project Information
The Infrastructure for Basic Human Needs in Afghanistan (IBA) Project is an initiative aimed at promoting social and economic development at the local level within Herat province, an area significantly affected by a series of earthquakes in October 2023. This project is committed to the construction and rehabilitation of critical community infrastructure, prioritizing aspects such as safety, earthquake resilience, and adherence to the 'building back better' philosophy, all while maintaining respect for the local cultural context. Additionally, the project contemplates employing the "Cash for Work" scheme as a strategic measure to revitalize livelihoods and stimulate economic activity in the region. The project envisages the active participation of a diverse group of stakeholders, relevant to the affected communities.
Role objectivesSpecific responsibilities and duties include, but are not limited to:
1. Support the IBN HSSE Officer in raising awareness on health and safety issues among the project team, contractors and other stakeholders
2. Inspect work sites and the work of personnel on a regular basis to identify issues or non-conformity, and enforce necessary actions where unsafe acts or processes that seem dangerous or unhealthy are detected.
3. Oversee installations, maintenance and disposal of substances, plant and equipment to ensure they are done in conformity with applicable laws and industry best practice.
4. Support IBN HSSE Officer in Recording and investigating incidents (including near misses) to determine the cause and to propose improvements to processes in the future.
5. Help IBN HSSE Officer in preparation of reports on incidents (including near misses) and compile statistical information to present to upper management on HSSE matters.
6. Ensure a safe workplace environment is maintained at all times without risk to health and safety of everyone including workers, UNOPS staff, other stakeholders and the general public.
7. Cooperate with IBN HSSE Officer in ensuring that all Health & Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated.
8. Ensure contractors meet statutory obligations in all areas pertaining to health, safety and welfare at work, including statutory training and reporting.
9. Help IBN HSSE Officers ensure that safety inspections, risk assessments, working procedures are managed, and contractors and employees are aware of their responsibilities in relation to health and safety issues.
10. Ensure full and accurate health and safety training records are documented.
11. Asset IBN HSSE Officer in establishing a full programme of documented HSSE inspections, audits and checks.
12. Keep up to date with all aspects of relevant health, safety & welfare at work legislation and communicate relevant changes to the stakeholders.
13. Participate in regular site meetings to report on relevant health & safety matters and to provide necessary advice.
14. Perform other related duties as required by the IBN HSSE Officer
15. Provide regular reports to the IBN HSSE Officer on relevant health and safety activities
Please note that the nature of this role requires flexibility in adapting to the needs of the team since the objective of alignment of contract details, local situation and habits, local law and other factors might generate unexpected needs.
Qualifications and Experience
Education
● Completion of Secondary education is required.
● A first-level university degree (e.g. Bachelor) in Social Science
Work Experience
● A minimum of 7 years general experience and a minimum 3 years experience in HSSE compliance is required.
● Experience with the Asia Development Bank, UN agencies or other donor agencies, government ministries, and/or non-governmental organizations (NGOs) is highly desired.
● Experience in occupational health and safety is required, preferably in infrastructure projects.
Language Requirements:
● Excellent knowledge of both written and oral English is required.
● Fluency in Pashto and/or Dari is desirable.
